Position Summary

This position is responsible for key aspects of the parking services support systems, supervising the collections and financial functions of the branch and for management of Parking Services branch projects.

This position is responsible for coordinating ongoing system utilization and maintenance, coordinating the recording of revenue recognition, financial transactions, generating court documentation/notices and the collections process, various reports for the branch, managing branch projects, upgrade initiatives, assessing divisional needs, identifying service delivery options, documenting systems requirements and assessing, selecting and implementing suitable software and process improvement solutions.

Supervisory duties are exercised over professional and administrative staff. This position reports to the Manager of Parking Services. Duties & Responsibilities

  • Coordinate the regular maintenance of the parking services support systems.
  • Coordinate issuance of NPS, summons and other related court documents
  • Responsible for coordination and facilitation of parking services project team meetings, maintain various parking services project plans, coordinate project communication and support parking services customer service strategies, including public education.
  • Responsible for the procurement, deployment and maintenance of enforcement equipment (handheld devices, printers and peripherals)
  • Plan, direct and control the development, integration, implementation and maintenance of the parking services systems, financial management and the collection of parking fines.
  • Ensure software modifications are executed in accordance with legislative requirements, bylaws, statutes that govern the business area.
  • Develop user business requirements, carries out research and designs information technology solutions for the parking services branch and other areas.
  • Oversee a standard process to assess, develop and implement requests for services from the users to make modifications or additions to existing software.
  • Maintain knowledge of industry best practices and techniques in areas of project management, emerging technologies and recognize opportunities to benefit from them.
  • Participate in business analysis, data modelling, research of best practices and system design for the parking services branch and other areas.
  • Responsible for the preparation of reports, studies, analysis or surveys as requested by the Manager of Licensing & Parking Services.
  • Act as a primary technical liaison for the business area and internal/external stakeholders.
  • Plan, direct and control business area project teams, ensuring projects follow the standard project methodology and are successfully completed within resource constraints.
  • Assist the Manager in the development and maintenance of organizational structure within the resources assigned that ensures the responsibilities of the team are carried out effectively and efficiently.
  • Assist the Manager in contributing to the development of short and long term business area system plans, branch planning, budgeting, variance and policy development.
  • Managing all human resources related activities within the business unit, including all aspects of employee relations, performance management, including individual work plans, recruitment and selection, and progressive discipline management.
  • Providing leadership, coaching, mentoring, and development of direct reports and employees such as to build capacity and create succession opportunities. Ensures that all staff receive similar leadership, mentorship, and coaching

  • Knowledge of parking enforcement, parking permits, parking meters, revenue control, collections, and parking systems.
  • Knowledge and ability to interpret bylaws and statutes that govern the business area.
  • Ability to develop accurate estimates and implementation schedules for system design, system testing and maintenance.
  • Knowledge of innovations in systems and computer technology.
  • Ability to analyze data and situations, document findings, and recommend required changes.
  • Ability to formulate and coordinate plans for a variety of system development projects.
  • Ability to supervise corporate projects involving coordination with internal stakeholders.
  • Ability to effectively communicate both orally and in writing, demonstrating tact and diplomacy. Education & Experience
