Position Summary

This position delivers a variety of citywide traffic operation services including maintenance construction and preservation of City traffic assets and for assisting with the day-to-day supervision training and direction of underground crews This position typically reports to a Crew Lead.

Duties & Responsibilities

Install construct and preserve underground and aboveground infrastructure to support traffic signals pedestrian corridors street/expressway lighting flashing warning lights communications fiber optic assets and other City assets as required.

Utilize horizontal boring machine manlift trucks hydro excavation equipment crane truck and other mechanized equipment necessary for installing traffic signal and lighting infrastructure safely efficiently and effectively.

Perform routine inspection maintenance and repairs as necessary to ensure equipment used within the branch is kept in good and safe operating condition.

Provide leadership to ensure projects and services provided by the traffic signal and lighting branch are carried out efficiently effectively respectfully and safely in accordance with legislation and recognized policies practises and standards.

Guide the Underground Crew in daily tasks and provide training as required to ensure the development of skills and techniques required to install construct and preserve branch assets.

Interpret and provide alternatives to proposed and existing underground plans and specifications.
Identify and recommend changes and improvements to procedures materials and equipment.

Promote enforce and ensure compliance of all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual and City of Regina Temporary Traffic Control Manual.

Ensure thorough record keeping of daily work activities.
Perform related duties as required.
Knowledge, Skills & Abilities
Knowledge of standards procedures methods materials tools and equipment used in the Traffic Signals and Lighting Branch.
Knowledge of installation and maintenance techniques for new and existing underground infrastructure including directional boring and hydro-excavation techniques.
Knowledge of procedures for installing various types of underground duct work.

Knowledge of applicable rules and regulations of the Provincial Occupational Health and Safety Act as well as the City of Regina Occupational Health and Safety manual pertaining to branch activities.

Ability to interpret understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act and expectations of City of Regina's policies standards practices and guidelines.

Demonstrated ability to read and understand drawings and schematics related to the work assigned.

Ability to operate all types of equipment utilized in this area and to operate this equipment with skill and efficiency with due regard to safety measures which must be observed to protect both the public and fellow employees.

Demonstrated ability to follow oral and written instructions.
Demonstrated ability to record and report both orally and in written form on daily activities.
Ability and skill to work in a hazardous environment.

Ability to perform work in a safe manner and to assist in training other employees in the safe operation servicing maintenance and care of equipment.

Tactfully and adequately respond to concerns and inquiries from the general public and City Council and other branches/departments/divisions.

Assist in the prevention and resolution of conflict and establish and maintain effective working relationships with superiors associates subordinates and the general public.

Demonstrated ability to create and maintain a safe respectful and innovative work environment.
Ability to train subordinates in their work requirements.
Skill in planning and organizing a work team.
Must be physically fit to perform heavy labour tasks.
Education & Experience

The knowledge skills and abilities are obtained through completion of Grade Twelve 12 or General Education Development GED equivalency and typically a minimum of two 2 years experience working in an underground or related crew environment.

Working/Other Conditions

Must possess or be willing to obtain a valid Class 1AM drivers license and demonstrate diverse knowledge of traffic operations and equipment.
