Under the general direction of the Chief Financial Officer, the Manager of Finance provides financial based services necessary to help client departments fulfill its mission to provide services to the citizens of the City of Winnipeg.

The Manager of Finance is charged with a diverse portfolio, ensuring clients are supported with accounting, financial planning, reporting, and other finance related services.


The Manager of Finance is assigned to specific departments and plays an active role on those Department senior management team, representing the department on a number of initiatives and having input into significant strategic and operating decision-making.

This position also works with the Corporate Controller and other senior financial officers to ensure that fiscal responsibility is maintained.


This particular position also plays an important leadership role in developing and maintaining partnerships with internal contacts within the Campus Departments, such as the City Clerk's Department, the Mayor's Office, Corporate Finance Department, Human Resource Services, etc.


As the _Manager of Finance_
you will**:

  • Ensures the effective and efficient delivery of financial services to department clients.
  • Carries out the Controllership function for department clients in accordance with the City's Service Level Agreement.
  • Provides support to department clients through the coordination, preparation, and/or review of various financial reports including the preparation/reporting/analysis of operating & capital budgets, yearend reporting, financial impact statements, and cost/benefit analyses.
  • Leads the annual budget process including discussions with and presentations to department clients and Corporate senior administrators, and development and recommendation of related strategies.
  • Provides strategic leadership to department clients including, Department Directors and Department senior management teams.
  • Works closely with the senior management team of department clients to establish and implement departmental strategic plans and operational objectives.
  • Recommends implementation of business process reengineering and continuous improvement opportunities.
  • Participates as a member of the department senior management team.
  • Participates as a member of the Emergency Management Coordinating Committee on behalf of Corporate Finance as the City's financial lead.
  • Undertakes special projects for the Corporate Finance Department.
  • Manages the daily activities and supervises performance of the staff in the Campus Finance Branch.
  • Oversees the delivery of the accounting, budgeting, accounts payable, and accounts receivable functions as well as the revenue and cash processing services for department clients.
  • Participates as a member of the Finance team.

Your education and qualifications include:


  • Bachelor's degree in Accounting, Commerce, or Business Administration.
  • A professional accounting designation (CPA) in good standing.
  • A minimum of seven years recent related experience.
  • Previous experience in a senior public sector environment is an asset.
  • Demonstrated leadership, managerial, organizational, analytical and decisionmaking abilities.
  • Thorough knowledge of the principles of budget and financial control.
  • Demonstrated ability to work in a political and public management environment.
  • Ability to direct the finance and accounting functions for a large, complex organization.
  • Previous experience supervising in a unionized environment and working knowledge of relevant collective agreements would be an asset.
  • Ability to establish and maintain effective working relationships with a variety of people, including private and public officials, all levels of staff, the general public, and union officials.
  • Applied knowledge of current public management principles, alternate service delivery approaches and business and strategic planning processes, including current and capital budgets and related management techniques.
  • Working knowledge of contemporary financial management systems and tools including internal controls, risk assessment, and business plan development.
  • Thorough knowledge of Generally Accepted Accounting Principles as they are applied in the public sector.
  • Strong interpersonal skills, including communication, both oral and written, presentation and formal reporting capabilities, facilitation, collaboration, and team building skills.
  • Demonstrated ability to provide effective leadership, to work with a minimum of supervision, to delegate work and responsibility, to motivate staff, and to maintain a harmonious and cooperative working atmosphere.
  • Ability to work with competing demands, often under stress, and ability to meet multiple deadlines.
  • Demonstrated ability to produce quality analytical as well as informational reports.
  • Demonstrated knowledge of research and analytical methods and ability to produce effective solutions and recommendations.
