The
Project Director Business Transformation is responsible for providing strategic direction, leadership and operational guidance to integrate and align City initiatives and key cross-corporate projects to ensure the achievement of the City's net-zero emissions goals and objectives.


In this role, you will lead the development of a robust enterprise-level framework to effectively guide the energy transition, focusing on initially decarbonizing corporate fleet and building assets managed by Corporate Services.

Your responsibilities encompass overseeing the identification, prioritization, coordination and monitoring of capital decisions for alignment with Council-approved net-zero commitments.

This includes ensuring seamless integration with existing Divisional plans and strategies, as well as the City's annual carbon budget process.


Drawing on your extensive experience in systems-level planning, business transformation, and stakeholder consultation, you will engage with a diverse range of stakeholders across Divisions, Agencies, and Corporations to understand requirements.

Your expertise will enable you to innovate 'business as usual' approaches and develop a framework to ensure consistency and efficiency across the Corporate Services Service Area.

Furthermore, you will propose recommendations to facilitate the delivery of complex capital projects, leveraging your insights and understanding of stakeholder needs to drive impactful solutions.


Collaborating closely with capital delivery divisions and the PMMD, you will explore options to streamline procurement processes to support the scaled implementation of decarbonization projects.

Leveraging your understanding of the City's rules and processes, you will seek to optimize procurement practices and remove barriers to project execution.


The
Project Director Business Transformation position is based in the Environment and Climate Division and reports directly to the Executive Director, Environment & Climate.

This role maintains a matrix reporting relationship as well with the Executive Director, Corporate Real Estate Management and the General Manager, Fleet Services.


Major Responsibilities:


  • Develops, designs and implements corporate frameworks and plans and recommends policies that enable greater integration and coordination of the City's priority initiatives (i.e., TransformTO Net Zero Strategy, Sustainable City of Toronto Fleets Plan, Net Zero Carbon Plan) to help inform business performance based on longterm needs.
  • Develops organizational and strategic awareness of cross corporate priorities and strategies to identify synergies and opportunities for coordination.
  • Supports and makes recommendations regarding the sequencing, planning and execution of organizationwide projects and resource allocations.
  • Leads integration initiatives from conception, through process mapping, risk analysis, financial analysis, resource allocation, and contract management and performance evaluation.
  • Works with the Division heads and the Executive team in Corporate Services, as well as interdivisional working groups and external stakeholders to reach project goals.
  • Contributes to the continuous improvement of performance through analysis and the development and implementation of sound management practices and procedures at the Service Area level.
  • Provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by the Service Area.
  • Directs, through subordinate management staff, all activities of the team, delegating management responsibility.
  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Develops, recommends and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.
  • Leads the engagement, implementation of processes, project tools, and governance to support the corporate integration function. Works with senior staff in developing a future state operating model for the Service Area.
  • Coaches and guides the teams responsible for the coordination, development and implementation of all strategies required to achieve the organization's transformational vision and for assembling and managing tools
