    Position Summary
  • Reporting to the Human Resource Advisor Recruitment and Employee Services, the Career Development Advisor will perform a key role in fostering talent development, providing meaningful opportunities to develop diverse, inclusive, and accountable processes for support staff employees and provide new opportunities to positively impact the employee experience. The Advisor is responsible for guiding and administering individual and group support staff training programs, courses and professional development opportunities. The Advisor maintains the career development and service improvement funds and the employer and union shared commitment to support the lifelong learning needs in accordance with the CUPE collective agreement.

Duties & Responsibilities

  • Identifies training needs and training gaps in the organization in a close cooperation with CUPE, Human Resources and managers.
  • Following best practice, manages HR Service Desk tickets and takes appropriate action responding to complex situations within specified timeframes based on enrollment deadlines.
  • Provides inputs to the Training Strategy and the development of specific training development plans for CUPE support staff.
  • Optimizes the training portfolio as specialized targeted courses are offered to support staff employees.
  • Facilitates information sessions for career development funding for support staff employees.
  • Coordinates internal surveys for the purposes of gathering information regarding employee needs/interests and funded development opportunities.
  • Prepares training manuals and training offers for employees.
  • Plans training courses and sessions and manages and monitors the assigned training budget.
  • Tracks and reconciles CUPE development and Service Improvement funds for accuracy and performs necessary actions to resolve errors.
  • Reports on fund utilization to assist the Committee in recommending new or alternative training to future applicants.
  • Annually provides analysis of utilization and reports on training activities to CUPE and College stakeholders.
  • Coordinates procedures and required documentation between administrators and payroll for assisted leaves.
  • Manages the portfolio of contracts with external vendors.
  • Cooperates with the external training vendors and delivers tailored training programs and courses and professional development activities for support staff
  • Builds the internal network of internal trainers and organizes the regular training sessions.
  • Oversees the quality of delivered training sessions by external vendors.
  • Monitors the best practice in the training area and introduces it in the organization.
  • Evaluates the quality of training courses and implements improvements.
  • Cooperates with stakeholders to design programs for high potentials and future leaders.
  • Preparing handbooks and training materials in consultation with stakeholders.
  • Develop career planning and development strategies with support staff.
  • Maintains the education and training portal for support staff.
  • Updates forms and manuals in consultation with Joint Career Development Committee.
  • Coordinates the Joint Career Development Committee (JCDC).

Required Education & Experience

  • Diploma in Human Resource or other relevant discipline
  • 35 years of experience in Human Resources with at least three (3) years current related experience including training and development.
  • Experience working in a unionized environment, postsecondary experience would be an asset.

Required Knowledge Skills & Abilities

  • Good knowledge of the BC Post-Secondary system and a comprehensive understanding of training programs and courses
  • Excellent interpersonal and coaching skills, communication, and the ability to work effectively with both the public and College staff.
