About the role
Join the Policy Outreach team in the Bilingual Specialist, Policy Analysis position.

In this role, you will contribute to the policy development process by enhancing CMHC's partnership and outreach activities, organizing stakeholder consultations on specific policy issues, and sharing stakeholder input with other teams across CMHC.

You will be involved in the development and implementation of a stakeholder outreach strategy for CMHC as we seek opportunities to engage relevant organizations and individuals on housing policy questions, including the voices of people with lived experience of housing need.

You may also contribute to developing and implementing strategies to mobilize policy knowledge and insights with internal and external partners through roundtables, conferences and other events.


This is a temporary position for a duration of 15 months.

What you'll do:


  • Explore new and maintain existing relationships with housing policy stakeholders, experts, academics and interest groups to identify issues of common interest and promote collaboration opportunities.
  • Develop contribution agreements with key partners and ensure that Policy and other areas of CMHC receive the benefits outlined in these agreements.
  • Support consultations with housing policy stakeholders, experts, academics and interest groups on broad policy questions and/or specific housing policy designs.
  • Work closely with other policy teams to meaningfully engage people with lived experience of housing needs or homelessness and find ways to include their voices in policy development and design.
  • Build internal knowledge and capacity within Policy to better understand and incorporate the needs of people with lived experience of housing needs or homelessness.
  • Seek opportunities to connect policy teams with internal and external stakeholders working on similar policy questions or issues and share relevant CMHC research, data, market insights and policy analysis with these groups.
  • Contribute to planning and implementing internal and external knowledge mobilization opportunities through conferences, webinars, and other events in close collaboration with policy, research, market insights and data teams.
  • Provide input on annual budget planning, costing, and procurement needs for outreach and knowledge mobilization activities.

What you should have:


  • Undergraduate degree in communications, marketing, journalism, business, public policy, or a related field in arts or social science. An equivalent combination of education and/or experience may be considered.
  • Minimum five (5) years of experience in Strategic Policy/Stakeholder Relations/Intergovernmental Relations, or a similar role. An equivalent combination of education and/or experience may be considered.
  • Strong interpersonal skills and motivated to build new relationships. Ability to work collaboratively with a small virtual team, as well as a wider network of colleagues across the company.
  • Strong written and oral communication skills, including the ability to adapt messages to different audiences in both official languages (French and English).
  • Excellent project management and organizational skills.
  • Strong analytical skills and ability to think strategically.
  • Ability to work in a fastpaced environment with changing priorities.
  • Strong political acuity and knowledge of housing issues and government
