Main Purpose and Function


The Clerk III - Sewer Operations Dispatch position provides public works duties including dispatching crews and equipment, responding to emergency calls, scheduling service appointments with the public, and utilizing call/work management systems (Hansen & Lagan) for recording calls and work history; creates, maintains and updates work records in Hansen and other spreadsheets for the Sewer Operations Records & Dispatch area.

The position reports to the Clerk V, Records and Dispatch Supervisor.

The Sewer Operations Dispatch works closely with and provides support to Superintendents, all field and all clerical staff in Sewer Operations.

Internally, the position works with all Dispatch and Records staff, EA IV of Maintenance and Vancouver's 3-1-1 Call Centre. Externally, the position works with the public and external stakeholders when required.


Specific Duties and Responsibilities

  • Performs a large variety of moderately complex clerical work.
  • Reviews and coordinates all Service Requests for Sewer Operations through 31
  • Liaises with members of the public, internal staff, field crews and external agencies.
  • Coordinates and dispatch work accordingly to staff and field crews.
  • Responds to requests from field crews, Sewer Operations staff, other internal City branches and external stakeholders.
  • Monitors and responds to sewer system alarms
  • SCADA.
  • Manages emergency situations as called in from the field.
  • Utilizes a call/work management system (Hansen) for recording calls, work history, dispatching and calling out work crews.
  • Creates, maintains and updates various spreadsheets, run reports, verify data and word processing as required.
  • Makes independent decisions.
  • Cover/backfill Waterworks Dispatch position as required.
  • Other duties/responsibilities as assigned.

Minimum Qualification Requirements

Education and Experience:

  • Completion of Grade 12, including or supplemented by courses in standard software courses and MS Office programs, or an equivalent combination of education and experience.
  • Considerable related clerical experience working with computerized record keeping systems.

Knowledge, Skills and Abilities:

  • Working knowledge of the rules and regulations which govern activities in the department.
  • Working knowledge of departmental procedures.
  • Working knowledge of Sewers operations and 31
  • Working knowledge of Hansen, VanMap, ENGIS, SAP, POSSE and SIS or equivalent programs.
  • Skills at organizing and ability to handle a heavy workload.
  • Skills at problem solving, and excellent interpersonal and communication skills.
  • Ability to pay attention to detail, effective keyboarding and accurate data entry.
  • Ability to identify and follow up on outstanding issues with staff and superiors.
  • Ability to exercise individual initiative while remaining an effective team player.
  • Ability to multitask and deal with shifting priorities and handle emergency situations in a calm and effective manner.
  • Ability to make independent decisions based on knowledge of departmental and City policies and procedures.
  • Good attendance is of operational importance.
  • Excellent oral and written communication skills including the ability to effectively use telephone.


The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.
