The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government.
The Manitoba Advocate's statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under _The Advocate for Children and Youth Act_.
The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Satisfactory Criminal Record Check, Prior Contact Check, Child Abuse Registry Check and Adult Abuse Registry Check.
- Must possess a valid Manitoba Driver's License, access to a vehicle, and ability and willingness to travel throughout Manitoba. Some travel outside of Manitoba may be required.
Qualifications:
Essential:
- Postsecondary degree, preferably at the Masters level, in social sciences, health, social work, law, or related discipline, and several years of experience providing services to children, youth, or young adults. An equivalent combination of education and extensive experience may also be considered.
- Extensive knowledge and understanding of provincial child
- Demonstrated experience conducting complex, difficult and sensitive investigations with sensitivity, confidentiality and sound judgment.
- Experience developing investigative plans, gathering evidence, conducting interviews and drafting recommendations.
- Excellent written communication skills with experience writing comprehensive reports.
- Strong interpersonal skills, including the ability to manage emotionally charged situations with the ability to communicate effectively with individual children, youth, young adults, and their families.
- Ability to successfully work and thrive in an environment with daily exposure to emotionally taxing situations (e.g. unexpected child deaths, suicides, accidents, and homicides).
- Strong organizational and time management skills including the ability to manage high volume work load with conflicting priorities and deadlines.
- Strong understanding of the ongoing legacy of colonization and its impact on Indigenous Peoples, with commitment to antiracist and antioppressive practices.
- Ability to work independently and in a team environment.
Desired:
- Understanding and knowledge of the role and function of the Manitoba Advocate for Children and Youth.
- Experience conducting child and/or family assessments to evaluate risk.
- Ability to use, and knowledge of, automated case management information and case tracking systems and word processing software.
- Ability to communicate in French or one of Manitoba's Indigenous languages.
- Registered or eligible to be registered as a social worker with the Manitoba College of Social Workers. Eligibility for registration with other regulatory bodies will be considered.
- Strong qualitative and quantitative research and analytical skills with experience assessing evidence.
Duties:
As directed or required by the Manitoba Advocate or designate, the incumbent represents the rights of, and acts as an advocate on behalf of any child, youth, or young adult.
Reporting to the Program Manager, Investigations and Child Death Reviews, as designated by the Manitoba Advocate, the incumbent reviews the services provided to children, youth, or young adults who, at the time of their death or in the year that preceded the death, received services from any reviewable services as described under _The Advocate for Children and Youth Act_.
