    A highprofile role for an experienced learning professional with outstanding collaborative skills


Learning & Development is the designated resource for ministry specific learning for front-line staff at the Ministry of Children and Family Development.

Learning & Development leads learning activities in the creation and delivery of learning programs for MCFD staff supporting them to perform specific ministry work (e.g., Child Welfare Practitioners, Team Leaders).

The team develops and delivers clinical and specialized training across multiple service lines (Child Safety, Children and Youth with Support Needs, Children and Youth Mental Health, Guardianship and Adoptions, Youth Justice and Specialized Intervention, and Youth Transitions).

This training is designed to ensure our over 4000 front line staff have the skills and competencies to support them in working directly with vulnerable children, youth, and family populations.


The Learning Manager provides strategic advice and consultation on the development of learning programs, performance management and the organizational development of the ministry, with a focus on training designed to address individual performance and to improve organizational outcomes and meet business objectives.

This position is responsible for the design, development, implementation, and ongoing management of learning materials to address specific learning priorities within the various ministry job streams.

This role will recommend and advise Executive on the implementation of learning through a variety of modalities (e.g., face to face, blended, e-learning and other web-based technologies).

The role will be called upon to design and develop in-house learning products and/or coordinate with external contractors as/when required.


Job Requirements:


  • Bachelor's or Master's degree in a related field (such as Education, Adult Education, Adult Learning and Teaching); OR an equivalent combination of education and/or experience.
  • Minimum 2 years' continuous experience in the full process of developing training.
  • Minimum 2 years' continuous experience analyzing client needs, and planning learning solutions using a wide range of learning technologies.

Preferences may be given to:

  • Applicants that have direct experience working in learning within the Health and Human Services sector.

  • Some travel may be required in this position.

About this Position:

This position is excluded from union membership.
There are currently two (2) temporary opportunity available until October 31, 2024. A permanent appointment may result from these temporary appointments.
An eligibility list may be established to fill future temporary and permanent vacancies.
This position can be based in any Ministry of Children and Family Development office location(s) listed above.

Flexible work options are available; this position may be able to work up to 4 days at home per week as per the Telework Agreement.
