The Opportunity:


Reporting directly to the Director, Airports - WASCO, the Manager, Service Delivery is responsible for the agreement and performance of services between ByWA and WASCO for Airport Operations Support and Janitorial Services at the Winnipeg Richardson International Airport.

The Manager, Service Delivery will maintain a good working relationship with our partner Bouygues Energies and Services Canada by participating in regular joint-venture meetings and providing local updates and recommendations to ensure scope of services are being effectively carried out.

They will seek out and implement more efficient and effective ways to deliver industry best-practices and develop proposals to summarize anticipated savings and/or service improvements identified.

This position is required to be included in an on-call rotation for AOSS-related emergencies.

As part of the WASCO team, the Manager, Service Delivery plays an integral part in the overall management and strategic planning processes of WASCO.


Responsibilities include:


  • Has autonomy, discretion, and decisionmaking authority in the conduct of WASCO's business related to AOSS, including the coordination and management of resources for daytoday activities.
  • Oversee the Quality Management System (QMS), make recommendations and implement corrective actions and solutions to quality, health and safety incidents related to ByWA activities.
  • Establish and maintain strong relationships with key decision makers in client/tenant organizations to foster good working relationships and knowledge of airport operation issues as they pertain to AOSS and janitorial.
  • Assess proposed or require changes to rules, regulations, policies and/or procedures and determine the impact to scope of services and make recommendations to ensure service delivery is maintained.
  • Provide guidance and leadership to staff, consultants and others in WASCO on matters relating to AOSS.
  • Host regular and ad hoc briefings with stakeholders as required.
  • Manage and provide oversight for YWG's AOC, BOC and Pass Office.
  • Ensure contractual requirements are met as outlined in ByWA/WAA Agreement.
  • Maintain and oversee training delivery to employees in each work area.
  • Identify trends, opportunities or risks that should be addressed through the ByWA/WAA Agreement.
  • The development of business strategies and plans to drive improvements to departmental efficiency and customer satisfaction.
  • Responsible for the financial management of the department including preparation of the departmental budget and ongoing monthly monitoring of costs.
  • Identify, report, assess, correct and otherwise ensure compliance with applicable Canadian Aviation Regulations (CARs), Transport Canada standards/guidance along with WAA policies and procedures.
  • Work with Human Resources (Bouygeus Energies and Services) to recruit, select, manage, motivate, appraise and develop staff to maintain the highest standards of professionalism and customer service. Coach employees and participate in shift briefings, weekly meetings with staff and recognize employees for their efforts.
  • Make recommendations on WASCO policy, planning and budgetary matters as they pertain to ByWA projects.
  • Is required to be familiar with and act in accordance with the Bouygeus Energies and Services Collective Bargaining Agreement(s), and maintain a high degree of confidentiality.

Selection Criteria include:


  • Degree or diploma in aviation management, business administration and/or five (5) years' experience in aviation management,
  • Previous budgeting experience with strong cost management skills,
  • Strong analytical quantitative and qualitative skills, resourcefulness and curiosity to investigate new technologies,
  • Superior oral and written communication skills, with excellent interpersonal skills with the ability to collaborate with others to achieve results,
  • Excellent interpersonal skills and the ability to collaborate with crossfunctional business partners to achieve results,
  • Previous managerial experience with the ability to motivate others to achieve goals and objectives in a timesensitive environment,
  • Strong prioritization skills to manage competing initiatives, with the willingness to take on new responsibilities,
  • Professional designation in aviation management is an asset, and
  • Experience in continuous improvement and LEAN methodologies is an asset.
