Job Description:


The Vice-President, Regulatory Programs leads the integration, development and management of all Personal Lending and Insurance (PL&I) regulatory programs and initiatives across CIBC.

This role is the first point of contact for all regulatory matters related to PL&I. The leader is responsible for the long term strategic solutions required to maintain alignment within our regulatory framework.

This includes ownership for identification, management, and remediation of all deficiencies, and also includes ownership of action items required for compliance against our Risk Appetite Statement (RAS) metrics.


This senior leader plays a central role in engaging internal and external partners to drive critical PL&I regulatory programs and initiatives to completion.

The Vice-President is responsible for industry engagement and insights on the broader policy and regulatory environment and the key trends, issues, and opportunities for CIBC to proactively address future requirements.

Overall, this role acts as the industry expert and leader in the area of regulatory compliance for PL&I in the Canadian financial services industry.

What You'll be Doing

Program Management- Leadership of all PL&I regulatory programs and initiatives, including:

  • Closure of all outstanding Personal Lending deficiencies with emphasis on long-dated deficiencies.-
  • Completion of activities required to bring Real Estate Secured Lending (RESL) RAS metric on Lender Due Diligence within thresholds.-
  • Proactive execution on RESL Regulatory programs and initiatives on the regulatory roadmap.-
  • Oversight and responsibility for Project Governances for PL&I.
  • Single point of contact (for PL&I) on enterprise-wide governance projects and initiatives.
  • Manage key deliverables regarding risk, compliance, regulatory requirements and audits, as well as communications / presentations.
  • Provide proactive leadership at the national level with the establishment and execution of compliance/governance and business management initiatives of a strategic nature to support business objectives.
  • Work with business leaders and infrastructure partners to ensure consistent and streamlined delivery across all regulatory initiatives and projects.


Stakeholder Engagement- Liaison with all internal Risk Management and other partners including CAM, Legal, Compliance, Retail Operations, Retail Distribution and other channel partners.- Works in close collaboration with the PL&I senior leadership team and infrastructure to provide vision, strategic direction and leadership in the management of regulatory compliance.- Works closely with Product VPs and their teams to provide advice and expertise around business policies, programs, and initiatives.- Hold key regulatory titles in order to maintain business controls and compliance in a dynamic regulatory and competitive environment.

Liaise and influence a variety of partners both internal and external.- Act as the primary interface between business, other infrastructure groups, and external regulators / parties, in relation to governance and control matters.- Leadership of specialized team that maintains a centre of excellence on the regulatory environment, executes on critical business functions, and supports and advises the Product teams.


Governance and Controls- Business ownership and single point accountability for the OSFI RESL Program and all associated tracking, coordination and progress reporting.- Accountability for multiple 1st line of defense control functions within the business.

Flawless management, maintenance, execution and the documentation and record management around these activities.- Ensure strong control
