    Description

    The Electrical Utility Department of the City of New Westminster is on the lookout for a remarkable and dynamic leader to spearhead the Electrical Engineering Design & Planning team.

    As the Manager of Electrical Design & Planning, you will be reporting to the Deputy Director and will be in charge of planning, coordinating, and overseeing the city's electrical engineering design and planning activities. This includes managing design, standards, estimation, approvals, and project coordination for alterations/additions to the electrical distribution system.

    In this key role, you will act as the Responsible Registrant with EGBC on behalf of the department. Your responsibilities will also involve managing staff, overseeing their hiring, scheduling, work assignment, training, coaching, performance evaluation, and ensuring workplace safety.


    Responsibilities:
    • Management of the city's electrical engineering design and planning activities, leading a team and consultants in the planning, design, and coordination of alterations/additions to the electrical distribution system.
    • Defining the scope of necessary alterations/additions to the electrical distribution system related to new developments in the city and extraordinary maintenance needs. Supervising design, development/revision of drawings, and preparing estimates.
    • Coordinating multiple projects concurrently, working with developers, obtaining approvals/registrations, ordering equipment/materials, managing work schedules, overseeing contractors, and conducting quality control inspections in the field. Also responsible for accurate documentation/storage of all drawings and records.
    • Participation in planning meetings with various stakeholders regarding large developments, providing input on electrical utility issues that may impact design decisions.
    • Forecasting load growth and material needs based on upcoming projects. Identifying major material items for ordering, reviewing vendor drawings, and preparing electrical equipment specifications. Evaluating technical bids for materials and services.
    • Implementation of department procedures to enhance efficiency and staff capability in providing accurate information. Handling responses to electrical-related issues from police and fire departments.
    • Leading and offering technical support to design, operations, and administrative staff. Sharing knowledge and mentoring department peers.

    Requirements for this position:
    • Bachelor's degree in Electrical Engineering and P.Eng. registration.
    • Minimum of 10 years of progressive experience in project management and design of electrical distribution projects, including supervisory experience.
    • Extensive knowledge of concepts, practices, techniques, materials, tools, and equipment used in the design and implementation of alterations/additions to electrical utility distribution systems.
    • Extensive experience in designing distribution systems, particularly underground systems.
    • Familiarity with relevant policies, procedures, legislation, standards, and codes governing electrical utility operations.
    • Understanding of health and safety regulations in an electrical utility environment.
    • Strong planning and coordination skills for managing multiple projects concurrently.
    • Effective communication and interpersonal skills for maintaining relationships with internal and external stakeholders.
    • Problem-solving and decision-making abilities to tackle project-related challenges.
    • Leadership capabilities in managing technical and support staff and communicating with field crews.
    • Valid B.C. driver's license.
    • Successful completion and maintenance of a satisfactory Police Information Check (PIC).
    • Ability to serve as the City's Responsible Registrant with EGBC for the electrical department.
    • Capability to register as a class A FSR and hold the Utility Operating Permit on behalf of the City.
