Manager, Payroll

Job Description:


  • Payroll oversight and administration for 1000+ employees including reviewing and validating payroll information, assisting with processing payroll to meet timelines, preparing or reviewing payrollrelated remittances, coordinating yearend activities, and payroll compliance.
  • Manages the biweekly full cycle payroll including updating payroll records within the system, including taxation, deductions and earnings setup, group benefit premiums, etc.
  • Leads a team of two Payroll Administrators in running payroll and other required processes.
  • Maintains various payroll schedules (maternity leave topups, salary continuance, STD payments, taxable benefits, etc.), prepare ROEs and other related tasks.
  • Accountable for the integrity of payroll data in the HRIS, Ceridian Dayforce HCM.
  • Responds to escalated payroll inquiries within established turnaround times.
  • Supports completion of annual corporate audit by delivering audit requirements.
  • Approves payroll journal entries and reconciliations to support monthend accounting close.
  • Establishes and maintains payroll internal controls to maintain financial security and keeps financial and payroll information confidential.
  • Primary point of contact for external parties such as regulatory bodies and auditors.
  • Develops, manages and monitors standards and guidelines for payroll administration and submission.
  • Oversees and supports regulatory requirements including payroll yearend (e.g., T4, RL1, and T2200 tax forms, CRA, CSST).
  • Provide professional advice and service to internal clients such as HR colleagues, finance, operations staff, employees, as well as external contacts such as Service Canada, CNESST, CRA, and others.
  • Represents Payroll on corporate projects.
  • Stays abreast of payroll trends and legislative updates and recommends changes to payroll processes or policies.
  • Applies quality principles and practices to establish a strategic approach and improve the organization's operations and productivity. This includes managing processes to support the organization's strategic direction and communicating, facilitating and supporting necessary changes for continuous improvement.
  • Increases management's effectiveness. This includes recruiting, selecting and training individuals, communicating strategies and objectives, and providing workers with the necessary resources to perform individual job responsibilities efficiently.
  • Leads the performance management process by communicating job expectations and tracking progress of individual activities and effectiveness of the payroll team. This includes determining individual goals, offering job coaching, training, motivation and support to help employees meet objectives and quality requirements, reviewing progress, and offering feedback as required.
  • Establishes quality and reliability standards and control and compliance procedures. This includes implementing quality standards, monitoring and implementing internal controls, analyzing and resolving problems, identifying potential fraud, recommending system improvements, and advising on noncompliant activities.

Qualifications:


  • A recognized payroll designation such as Certified Payroll Manager (CPM).
  • A minimum of five years' experience in the payroll field including at least two years' experience in a supervisory role.
  • Working knowledge of Canadian and Provincial payroll legislation.
  • Experience working with an HRIS is required. Ceridian Dayforce HCM is preferred.
  • Advanced knowledge of payroll internal controls.
  • Intermediate knowledge of Microsoft Excel, and financial accounting software (general ledger module).
  • Ability to handle sensitive and confidential information.
  • Exceptional communication skills and a demonstrated ability to deal effectively with all levels of internal and external stakeholders.
  • A strong customer focus and commitment to customer satisfaction.
  • Superior time management and organizational skills to manage competing priorities.
  • The ability to communicate in French is considered an asset.
