    Position Summary

    The Health & Safety Manager will lead a team responsible for promoting and ensuring a healthy and safe learning and working environment. Reporting to the Associate Director, the Manager will oversee a full range of Occupational Health and Safety (OHS) services and coordinate a variety of tasks that include - hazard-based risk assessments; accident investigation, control, and mitigation strategies (involving safe work procedures, training, and inspections); in addition, monitor, consult and enhance the College's health and safety compliance and regulations in accordance to safety legislation and best practices.

    This role will support and advise College employees and students on all things health and safety through creating, implementing, and administering policies, procedures, processes, programs, training while measuring the success via metrics. Working closely with the Associate Director, they will provide support with strategic visioning and planning for safety across the College, and partner closely with internal partners like Emergency Management and Public Safety on issues related to safety, emergency planning, WSIB, Bill 168; also they may partner with Specialists in the People and Equity department (e.g., HR Business Partners, Labour Relations Consultants, Disability Consultants, etc.) as needed.

    Responsibilities

    • Lead and deliver the College's Safety Program framework including programming, records management, risk assessments, training, auditing, systems optimization and other activities.
    • Lead and support the audit process of 3rd party service providers to ensure operational safety compliance while liaising with auditors as appropriate.
    • Manage a team of Health and Safety Consultants in the investigation of health and safety accidents and critical injuries; organize staff workflow activities within the provisions of the Collective Bargaining Agreement and College practices.
    • Responsible for fostering an equitable, inclusive and positive working environment.
    • Establish positive working relations with College bargaining units, management, staff and students on Health and Safety, WSIB, and Disability Management issues.
    • Collaborate with college stakeholders and external partners including the Joint Health Safety Committee's (JHSC), JOHSSC (College Safety Steering Committee) and union/management committees; collaborate with research, audits, and lead facilitation as required.
    • Acts as subject matter and technical expert of Employee Health & Safety (e.g., policy development, committee meetings, etc.); provide counsel as needed.
    • Identify best practices and address client health and safety concerns using a cost-effective approach (i.e., review and update policies/practices; recommend and implement appropriate control measures; system, workflow and catalogue changes, to support hazard identification, assessments, and control initiatives.
    • Collaborate and guide Health and Safety Consultants with risk evaluation (i.e., estimated risk criteria established by the college: costs, legal requirements, environmental factors); evaluate prior risk assessments related to occupational safety processes; interpret and disseminate general OHS legislative requirements to the College community to ensure understanding.
    • Identify the sources and investigate trends of injury and incidents and ensure appropriate mitigation and prevention of reoccurrence; provide expertise through investigation and analysis of reported hazards
    • Stay abreast of municipal, provincial, and federal legislation and international standards to understand the impacts on health and safety strategic initiatives and operational activities; lead reviews and support the interpretation of legislation and applicable standards.
    • Develop, maintain and implement programs involving coordination and training of occupational health and safety, and emergency response initiatives.

    Qualifications/Experience

    • Three (3) year diploma/degree preferably with a focus on Health and Safety.
    • Seven (7) years of progressive experience with Health and Safety administration and compliance including experience leading, and advising a team of Health and Safety professionals.
    • Proven leadership experience and ability to supervise others in fostering a respectful, collaborative, inclusive and fair team environment; displayed commitment and understanding of the principles of equity, diversity and inclusion.
    • Experience conducting risk analysis, inspections, and audits; report writing; assessing policy and regulatory requirements; and identifying and employing methods and procedures required for ensuring compliance.
    • Advanced working knowledge of Occupational Health and Safety Act (OHSA); Ministry of Labour, WSIB, and WHMIS requirements; and relevant legislation governing Occupational Health and Safety.
    • Excellent communication and relationship management skills with the ability to establish trust and integrity with the members of the college community.
    • Flexible to travel between all college campuses required.
    • Proficient with Microsoft Office (Excel, PowerPoint, Outlook, etc.) or related software
    • Demonstrated critical-thinking and analytical skills to manage complex situations; ability to develop innovative and risk-based solutions that optimize resources.

    Assets

    • Experience working in a post-secondary or unionized public service institution (e.g., education, healthcare, government, etc.)
    • Professional certification in a Health and Safety field, such as CRSP (Canadian Registered Safety Professional) designation
    • Knowledge and understanding of collective agreements, relating to health and safety administration
    • Demonstrated understanding of risk management principles.
    • General understanding of emergency management practices and how they relate to Occupational Health and Safety.
    • Knowledge of ergonomic principles and job design
