The Child and Family Services Program Manager (SP5) provides leadership, clinical and program knowledge in a wide variety of management and supervisory activities that are essential with direct service delivery, program development and evaluation, operational planning; identifying gaps in services; crisis resolution and human resource management.

Additionally, the Program Manager ensures staff's compliance with professional and program standards; provincial policy and regional service priorities; cultural and community compliance with the principles in the Child and Family Services Act, Legislation and related Regulations.

  • Must have a valid driver's licence and access to a vehicle with the ability to travel throughout the Province for government business purposes
  • Must be available to work evenings, weekends, statutory holidays and after hours standby rotation when required

Qualifications:

Essential:


  • Post secondary education in Social Sciences (Bachelor or Master of Social Work preferred). An equivalent combination of education, training and experience may be considered.
  • Child and Family Services (CFS) case management experience (including intakes, assessments, service coordination, counselling and monitoring) in a social service setting.
  • Experience in child protection service delivery and the Child and Family Services (CFS) program.
  • Experience in Human Resource Management activities with the ability to coach, mentor, and lead a delivery team.
  • Leadership experience in a social service delivery environment that includes managing the administration of programs, managing service delivery to clients, and planning and evaluation of services delivered to clients.
  • Excellent organizational and time management skills with the ability to manage multiple priorities with tight timelines.
  • Strong interpersonal skills with the ability to build relationships with staff, agencies, collaterals, service providers and other government organizations.
  • Strong analytical and problem solving skills with the ability to make sound decisions under pressure.
  • Effective verbal communication skills with the ability to communicate information to all levels of the team & organizations.
  • Excellent written communication skills with the ability to create a variety of documents and reports for various audiences.

Duties:


Reporting to the CFS Service Director, the Program Manager has the responsibility for overseeing the delivery of day-to-day services associated with the region's various Child Protection and Support Services programs, including Intake Services, After Hours Services, Voluntary Family Services, Child Protection Services, Services to Children in Care and Early Intervention Services.

These services are intended to address the needs of families and children who experience, or are likely to experience, problems of abuse/neglect as defined in Manitoba's Child and Family Services legislation.

Expected activities include providing leadership, expertise, support and supervision to CFS line staff as indicated in the above program areas, as well as performing various budgetary and human resource management functions.

Representing the region on various regional and provincial committees is also required.
