Main Function:

Responsible to the Manager of Collection and Recycling, or designate, for the management, direction and supervision of personnel engaged in the collection of solid waste within the City of Greater Sudbury (CGS) in accordance with provincial regulations, by-laws, and policies of CGS Council, in support of quality customer service outcomes and the Business Plan for the Division.


Characteristic Duties:
Under the general direction of the Manager of Collection and Recycling.


  • Manage the financial, human, and physical resources of the Section and in alignment with CGS's vision and values and in accordance with the annual Business Plan.
  • Assign and supervise the daily work of municipal waste/litter collection crews and employees involved in maintenance activities.
  • Verify to ensure that daily reporting requirements (e.g., crew cards, Compass, DVIR, AVL, KPI's, etc.) have been properly completed and are submitted in a timely fashion.
  • Ensure that the collection of waste by municipal crews is performed in accordance to applicable policies, by-laws, and regulations, including the safe and proper use of equipment.
  • Ensure appropriate staffing and planning for the required maintenance work on waste collection vehicles and related equipment.
  • Coordinate, schedule and evaluate the work loads/days of municipal waste collection crews. Routinely track and analyze collection data and routing to optimize collection services.
  • Investigate complaints or requests from the public and initiate action if necessary.
  • Prepare reports on all vehicle breakdowns, accidents, incidents, and efficiency measures as required by the Manager.
  • Investigate accidents, claims, spills, or various non-compliance matters, ensuring proper documentation is completed and
submitted. Handle or direct appropriate corrective action and follow-up to ensure compliance.

  • Hire and train employees in all aspects of work. Develop and conduct regular safety training sessions and audits. Develop and update standard operating procedures, safety, and operation manuals. Ensure training, logs, and records are accurate and up to date.
  • Recommend promotion, demotion, suspension, disciplinary action, or discharge of employees.
  • Act as management's representative at the complaint and written stage of the grievance process.
  • Liaise with regulatory agencies, the public and CGS staff respecting solid waste management programs and plans.
  • Review and approve invoices, monitor expenditures, and statistics for area of responsibility. Monitor and report variances within the approved operating budgets for this area to the Manager.
  • Be available to participate in after hours on-call duty following established schedules and respond to emergency after hours call outs for the Division.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.

Qualifications:


Education and Training:


  • Successful completion of Secondary School (Grade XII) Education.
  • College Diploma in a related discipline from a recognized Community College with Canadian accreditation considered an asset.
  • Additional education initiatives to update and expand competencies.

Experience:


  • Minimum of 5 (five) years of responsible experience in the management of large, unionized, and highly diversified public or private sector organizations, including 3 (three) years management supervisory experience preferably in Solid Waste Collection or equivalent.

Knowledge Of:


  • Recognized safety procedures.
  • Municipal solid waste management operations and practices.
  • Applicable legislation and related regulations.
  • Best practices within areas of responsibility.
  • Horizontal linkages to other relevant governmental levels and services as well as the private sector.
  • Knowledge and understanding of technical computer systems.
