Main Purpose & Function

The Planning Analyst position is responsible for supporting the Transit Integration and Projects team on planning and implementing projects that improve bus operations and provide bus-priority.

The focus of the position will be on research, conducting data analysis, and preparing foundational evidence, information, and visuals to support and inform planning efforts and decision-making on transit projects.


Key Contacts and Reporting Relationships
The position sits within the Bus Improvements section of the Transit Integration and Projects Branch in Engineering Services.

The position reports directly to the Transit Lead Planner (Planner II) and will work closely with multidisciplinary transportation engineers, planners, and technical staff within the Transit Integration and Projects Branch, other Engineering branches, and other City of Vancouver departments.


Specific Duties & Responsibilities

  • Analyzes data and information to investigate trends, identify gaps and areas of opportunity, and to support decisionmaking efforts.
  • Supports the delivery of transit feasibility studies and buspriority projects.
  • Develops reports on key metrics resulting from transit implementation, transit ridership and performance, and consultation processes.
  • Develops visual materials to convey complex information in a more digestible and exciting way, such that it can be understood by a broader audience.
  • Develops written memos and reports to document analyses and recommendations as input into broader processes. Ensures quality in the work.
  • Researches best practices, precedents and literature to help advance bold transportation solutions.
  • Initiates progressive and inventive analyses and assessment methods to support network, policy or infrastructure recommendations.
  • Creates content for, supports the development of, and helps organize workshops and presentations with internal and external stakeholders, and the general public.
  • Practices discretion and due consideration when discussing ongoing City business, and while representing the Transit Integration and Projects branch at internal and external events.
  • Coordinates with coworkers to prioritize work and solicit feedback from senior engineers and planners.
  • Coordinates with external stakeholders and other community partners to develop and launch promotional initiatives related to transit projects.
  • Responds to written or oral enquiries from other departments and the public, in a tactful manner.
  • Supports the Rapid Transit Office teams within the Transit Integration and Projects Branch when required.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • A postgraduate degree in urban planning, transportation planning; or equivalent combination of training and experience.
  • Three to five years of related professional experience is preferred.
  • Demonstrated transportation data and spatial analysis experience.
  • Demonstrated experience translating complex and technical analyses into concise memos or reports and actionable recommendations.
  • Experience working within a large and complex organization.
  • Experience balancing selfsufficient and collaborative work environments.

Knowledge, Skills and Abilities:

  • Sound theoretical knowledge of urban planning.
  • Some knowledge of basic research techniques, statistics, and preferably, electronic data processing.
  • Demonstrated passion for transit.
  • Considerable knowledge of the City's transportation policies and related current literature, trends, and developments.
  • Excellent written and verbal communication skills to confidently interact with coworkers, senior engineers and planners, and internal stakeholders.
  • Ability to develop databases and collect, analyze and interpret statistical and narrative data.
  • Ability to present work results, conclusions and recommendations in graphic and written form.
  • Ability to establish and maintain collaborative working relationships with the public, other employees, other agencies and officials.
  • Experience with public consultation and feedback survey development and evaluation is an asset.
