JOB SUMMARY:


The Consultation and Accommodation Manager reports to the Director and is responsible for ensuring that the Referrals Management Program goals are met, and for certain projects with specific topic areas including:

  • Reviewing, analyzing and responding to referrals (e.g., project proposals, research requests) in accordance with the Tsleil-Waututh Stewardship Policy
  • Providing analyses on potential impacts that proposed development projects and policy changes may have on Tsleil-Waututh 's Aboriginal rights, title, and interests
  • Facilitating the multidisciplinary review process of referrals in a team setting
  • Represent Tsleil-Waututh as the consultation lead on projects
  • Managing the development and implementation of protocol agreements pertaining to consultation
  • Supervises the Referrals Management Program and team

  • Program Management & Coordination.
  • Asserting Tsleil-Waututh Aboriginal Rights & Title with regards to referrals.
  • Relationshipbuilding with Crown governments, private sector, nongovernmental organizations, academic institutions, proponents and other First Nations.
  • Works closely and collaboratively with the Director and other staff in the Treaty, Lands and Resources Department to analyses and assess land use decisions, proposed projects and policies that may impact Tsleil-Waututh rights, title, and interests.
  • Supports the Director to ensure the vision laid out in foundational Tsleil-Waututh documents (ex. the Tsleil-Waututh Nation Declaration, Stewardship Policy, economic development strategy, Burrard Inlet Action Plan, etc.) and overall Tsleil-Waututh philosophy is met.
  • Management of program budget including planning, invoicing, budget reporting and all other necessary tasks.
  • Under the Director's supervision, the Consultation and Accommodation Manager manages various referrals in accordance with the Tsleil-Waututh Nation Stewardship Policy

This includes:

  • Determining potential impacts of proposed development projects, policies, or plans on Tsleil-Waututh 's Aboriginal rights, title, and interests, including assessing cumulative impacts and future implications, and providing impact/benefit analyses where required.
  • Facilitating the review of projects, plans, and policies proposed within the Tsleil-Waututh Consultation Area.
  • Critically assess the external processes of assessment and contribute solutions for improvement.
  • Assessing potential benefits, including educational or economic opportunities for members of the Tsleil-Waututh Nation, and communicating with Economic Development and Community Development in regards to these opportunities.
  • Examining the proposed project, plan or policy from a holistic view that takes into account history, cumulative impacts, and power dynamics.
  • Leads the development and implementation of protocol agreements to establish and support meaningful consultation processes with Crown governments, proponents and agencies.
  • Directly communicates and liaises with Crown governments, agencies, proponents and other First Nations on a technical level, signing off on technical level communications.
  • Drafts reports/letters of response to Crown governments, agencies, and proponents.
  • Prepares and manages cost estimates or Contribution Funding Agreements for Tsleil
  • Waututh participation in the referral process. Supports the coordination of Social and Economic Development Agreements and other impactbenefit agreements between TWN and the proponent.
  • Approaches proposals, agreements and related opportunities with creativity and a multidisciplinary, holistic mindset that honours the needs of the Tsleil-Waututh community.
  • Facilitates efficient records management of files along with Treaty, Lands and Resources team.
  • Takes initiative and leadership in establishing new components to the TLR assessment process and consultation agreements/relationshipbuilding as guided by the Director
  • Develops TLR policy as needed/directed.
  • Provides input into Departmental communications and outreach, which may include the development of presentations, media releases, and council information packages.
  • Assists with the implementation and delivery of other Department initiatives as directed.
  • Provides input into the development of funding proposals, reports and other deliverables.
  • Supports the Director to prepare and present updates and analysis results to leadership, colleagues, community members, and proponents. This includes participating in weekly TLR team leads meetings.
  • Supports the Director in all other tasks as required.
