Position Description:


Having experience working in the public sector and familiarity with trade agreements, the Procurement Specialist will work closely with internal partners from various divisions to manage the end-to-end Procurement process ensuring public regulatory compliance, develop procurement strategies and support special projects, advise and manage procurement processes, negotiate agreements, and manage internal and external partner relationships to achieve goals.


Accountabilities:


  • Review and assess procurement requirements including sole source rationale, draft statements of work, draft evaluation criteria, contractor's proposals/quotations, etc. for completeness and adherence to procurement regulations for routine and highly complex procurements
  • Engage with internal partners to provide professional procurement advice and work in partnership to develop their procurement strategy and formulate their procurement documentation working within policy and trade agreement guidelines
  • Undertake consultation with legal counsel when required
  • Provide guidance and options regarding potential procurement strategies, and where necessary, conduct research to find sample solicitation documents to provide to internal partners
  • Prepare complex types of procurement documents including procurements using alternative project delivery methodologies and/or undertake negotiations with suppliers
  • Analyze RF(x) responses, guide and support internal partners in the supplier selection decision; using agreed standard framework for RFx documents evaluation and for short listed suppliers
  • Assist in development and review of corporate procurement policies and procedures
  • Remain current in relevant industry trends, market conditions, and informed about key market leaders
  • Create, implement and maintain supplier governance models
  • Support and promote innovative procurement initiatives and solutions
  • Provide procurement orientation as required
  • Share experiential knowledge and expertise with other members of the Procurement team
  • Provide backup and support for the Pcard process
  • Perform other related duties and responsibilities as assigned or required

Minimum Qualifications:


  • Diploma or Degree from an accredited college or university in a relevant field with a minimum of 3 years of progressive procurement experience in the public sector. Equivalent combinations of experience and education will be considered.
  • Excellent negotiation, analytical, problem solving skills and project delivery required
  • IT procurement experience considered an asset
  • Supply Chain Management Professional (CSCMP), or National Institute of Governmental Purchasing (NIGP) certifcation program CPPB or CPPO or Law Clerk designation is considered an asset
  • Experience with PeopleSoft Purchasing and BidsandTenders Digital procurement platform considered an asset
  • Ability to work well in a team environment and deal with multiple tasks in a fast paced environment

Word, Excel

  • Ability to proactively identify opportunities, make recommendations and quickly implement solutions
  • Excellent written and verbal communications skills
  • A satisfactory police records check will be required as a condition of hire.
