Position Summary
Reporting to the Director of Human Resources, risk and Insurance, the Human Resources Officer is
responsible for providing guidance and support to managers, and supervisors in the areas of recruitment
and labour relations.


Key Duties and Responsibilities
Administers the full recruitment cycle processes including job postings, applicant screening and
interviews, selection processes, letters of employment, and off boarding processes in accordance
with City processes and the applicable Collective Agreements

Provides guidance and support on matters pertaining to employee and labour relations, performance
management, progressive discipline, and conflict resolution activities in an effort to resolve
workplace issues.

Supports various labour relations processes including researching and assisting with negotiation and
arbitration preparation; participating in grievance preparation and hearings; identifying contract
interpretation issues; fact finding and investigating complaints where required; drafting and
maintaining documentation and Union correspondence; and compiling and summarizing information
and data related to labour relations matters

Builds relationships with various stakeholders including Union Representatives, Supervisors,
Managers, front line staff, and external agencies to establish and maintain effective partnerships

Collects and prepares a variety of statistical reports such as attendance management, overtime,
recruitment metrics etc., for the Director of Human Resources in order to support the overall HR
service

Identifies and implements areas of improvement of HR policies and practices, records management
and other information that support HR functions and activities

Advises on links between job content, job description, and job classification; develops and updates
job descriptions; evaluates jobs under appropriate classification system and recommends
classification for both union and non-union positions

Supports the Director of Human Resources in the efficient day to day functions of running the HR
Department

Other duties as assigned


Education and Experience
Degree or diploma with a specialization in Human Resource Management or equivalent combination
of education, training and experience.

CHRP designation considered an asset. Must be willing to obtain.

One (1) to three (3) years' relevant experience in Human Resources in the areas of recruitment &
selection, compensation and job evaluation, performance management, training and development or
related field.

Must possess a valid 'G' class Ontario Driver's License and access to a reliable vehicle

Previous work experience in a municipal setting considered an asset


Required Skills/Knowledge
Working knowledge of the human resource discipline with specific understanding of recruitment &
selection, labour relations, compensation and job evaluation, performance management functions

Knowledge of relevant employment legislation and regulations including _Employment Standards Act, _

  • Occupational Health & Safety Act, Ontario Human Rights Code, Workplace Safety & Insurance Act_
Excellent research and analytical skills with an ability to synthesize data/information and deliver
findings and recommendations

Computer literacy skills including Microsoft Word, Excel, database software, internet, and HRIS

Excellent interpersonal skills with ability to facilitate effective working relationships with individuals at
all levels of the organization, union representatives, external contacts and the public

Proven conflict resolution skills with the ability to maintain composure while dealing with challenging
customers, clients, and employees in an effort to address workplace issues

Highly detail-oriented individual with demonstrated initiative and a commitment to accuracy, quality
improvement, and process improvement initiatives

Excellent oral and written communication skills with an ability to produce reports and deliver effective
presentations for all levels of the organization

Proven ability to function and contribute as an effective team member and to work independently

Ability to exercise discretion and maintain confidentiality in dealing with highly confidential and
sensitive issues
