About Us

At the Newfoundland and Labrador Centre for Health Information (the Centre) we provide quality information to health professionals, the public, researchers, and health system decision makers.

Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation and support health research.

We support the regional health authorities, as well as the patients and communities they serve, in the delivery of information technology (IT) and eHealth services applied in the healthcare system to provide quality care.

Our mandate also includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.


About the Role

We are currently looking for a permanent, full-time Departmental Programme Coordinator, Payroll to support all payroll functions for the Centre.

Reporting to the Finance Manager your responsibilities will include, but aren't limited to:


  • Interpreting compensation, collective agreements, and treasury board directives to ensure employees are paid in accordance with standards as established by the Government of Newfoundland and Labrador for Crown Corporations, relevant legislation, and collective agreements.
  • Ensuring the HRIS is configured to process the payroll for staff transferring to the Centre from the Regional Health Authorities.
  • Managing and administering all aspects of the payroll program, ensuring employees are paid correctly and on time.
  • Managing and leading the maintenance, administration, and utilization of three integrated systems, providing system support, functionality, security, and troubleshooting to ensure system efficiency and effectiveness for all users.
  • Coordinating and accessing responses to reporting requests from stakeholders, including analyzing information and developing reports.
  • Providing leadership and guidance for the HRIS including facilitating, coordinating, educating, and training users.
  • Managing yearend procedures related to payroll, as required under provincial and federal regulations.

About You

Your education and experience include:

  • Postsecondary education in payroll, accounting, human resources, business administration, or another related field
  • Minimum of three years' experience in a computerized payroll environment
  • Professional certification from the Canadian Payroll Association would be considered an asset
  • Experience in a unionized environment would be considered an asset

You have the following skills and abilities:

  • Knowledge of human resources policies and procedures, collective agreements, and generally accepted payroll practices.
  • Sound communication skills, including written, verbal, and facilitation.
  • Ability to work independently while managing multiple competing priorities.
  • Effective collaboration skills with the ability to build and maintain effective relationships with various stakeholders.
  • Proven analytical and problemsolving skills.
  • Ability to exercise sound judgement and discretion.
  • Familiarity with provincial and federal regulations concerning payroll.
Demonstrated equivalencies may be considered.
