***: Reporting to the People Service Centre Manager, the Specialist provides oversight related to staffing, scheduling and time collection activities within the People Services Centre.


Within this role, the employee is accountable for contributing to the delivery of the Kingston Health Sciences Centre corporate strategy.

As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.


RESPONSIBILITIES & DUTIES INCLUDE:

The Specialist role has a deep knowledge and technical skills related to position management, scheduling, staffing, and time coding. The Specialist interprets and administers policies and collective agreements as an agent of the hospital.

The Specialist coordinates staffing and scheduling for Managers and departments to maintain staffing levels on all departments. This includes approval of time off requests within established parameters (e.g. vacation, ELOA, lieu), including an assessment of organizations operational needs for staff.

Routine monitoring of employee accrual banks (vacation, lieu, OT, ELOA) related to sufficient balance for requests for time off, notification to manager regarding negative or exceeded entitlements.

Ensure employees are called and reassigned appropriately and pay data is captured in accordance with established policies, procedures, collective agreement provisions and ESA.


The Specialist will perform investigations related to staffing, scheduling and vacation grievances and collaborate with Labour Relations during grievance meetings on the outcome of the grievance.


In the event of a surplus of employees this role will initiate shift cancellations and short term layoff of employees based on established guidelines, collective agreement and policies.

Decisions will consider and incorporate inputs from operational/ department leads such as Managers and Administrative Coordinators.


The Specialist role will monitors employee electronic timecards, provide support to organizational leadership during payroll close by assisting with timecard validation and acknowledgment of exceptions supporting timecard approval prior to payroll close.

BASIC QUALIFICATIONS

  • Undergraduate degree in Human Resources, Business or related field or equivalent combination of education and experience.
  • Minimum of 2 years' related hands on experience in human resources or automated scheduling and time system in a unionized environment.
  • Excellent communication skills with demonstrated ability to multitask and communicate effectively and be courteously at all times. The ability to negotiate and persuade others.
  • Strong analysis and problem solving abilities.
  • Excellent organizational skills including the ability to prioritize workload to meet deadlines.
  • Ability to perform in a high paced, high demand role.
  • Ability to appropriately handle sensitive and confidential information concerning employees and patients.
  • Evidence of good organizational skills with the ability to work under peak pressure and time constraints is essential.
  • Must demonstrate ability to take initiative to improve work processes
  • Demonstrated ability to work with mínimal supervision as a team member
  • Advanced knowledge of Microsoft Office programs.
  • Knowledge of automated scheduling and time capture systems.
  • Knowledge of human resource information systems (HRIS).
  • Knowledge of payroll systems
  • Proven ability to attend work regularly.
  • Satisfactory criminal reference check and vulnerable sector search is required.
