The Total Rewards branch advances the effective and efficient delivery of public services by evaluating, designing and implementing comprehensive, competitive and modern total rewards strategies that attract and motivate talent, reduce turnover, and foster performance excellence across Manitoba's Public Service.
The Total Rewards Branch supports the strategic coordination and implementation of job evaluation and compensation programs within the government.Conditions of Employment:

- Must be able to travel occasionally.
- Must be able to work overtime including evenings and weekends as required.
Qualifications:
Essential:
- Postsecondary education in the areas of human resources, business, law or public administration or equivalent work experience.
- Experience leading and supervising staff.
- Experience in the delivery of services and administration of job evaluation and compensation programs.
- Experience with leading edge practices and trends relating to employee value proposition.
- Experience with policy and costing analysis to support the collective bargaining process.
- Experience with the planning, evaluation and determination of costeffective and competitive solutions for total rewards.
- Comprehensive knowledge and several years of experience in the areas of job analysis, job evaluation, and compensation.
- Experience supporting organizational change with hope and optimism; and fostering a culture of innovation, risk taking and resiliency.
- Effective leadership skills with experience fostering employee diversity, development and performance.
- Effective interpersonal skills with experience establishing collaborative, clientfocused relationships with diverse stakeholders.
- Strong written communication skills including the ability to write for a senior level audience.
- Strong verbal communication skills including the ability to communicate complex content to a variety of audiences.
- Experience demonstrating political acumen and influence while providing strategic analysis and advice to senior leaders and officials on complex and sensitive issues.
- Experience with qualitative and quantitative research and analysis with the ability to develop recommendations.
- Experience in project management to plan and organize large corporate projects and priorities in a dynamic and time sensitive environment.
- Ability to work independently and show initiative.
Desired:
- Experience with SAP.
Duties:
Reporting to the Director, Total Rewards, the Manager, Job Evaluation and Compensation supervises a team of compensation and job evaluation professionals, leads the compensation function which includes managing the implementation of a total rewards philosophy and develop and implement comprehensive approaches to employee value proposition.
The manager is also accountable for the leadership and strategic coordination of the compensation and job evaluation programs; providing research and advice on core public sector compensation issues to support policy development to inform the collective bargaining process; leadership on costing and analysis required for collective bargaining; develop recommendations for new and/or alternate forms of remuneration and compensation; and planning transformation to align government compensation practices with industry leading norms include overseeing the completion and analysis of relevant compensation surveys to ensure compliance with the total rewards philosophy.
