Effective January 1st, 2024 the salary range for this position is $1,486.04 to $1,691.83 per (hour/week) in compliance with OPSEU Unified Bargaining Unit collective agreement provisions.

The new rates, effective retroactive to January 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?: In this role, you will:

  • provide provincial and regional leadership and expertise on contracts, tenders and procurement activity on behalf of the AFFES Fire Management Program
- provide long range planning strategies on the development/revision/renegotiation of existing and new contracts and procurement plans as well as technical obligations to meet fire operation plans and provincial fire strategies
- develop, prepare and review procurement documents, respond to bid and proposal inquiries, evaluate bid/proposal submissions and make contract award recommendations
- implement, oversee and provide advice to staff on various ministry policies and procedures and changing business practices regarding the acquisition of commodities, contract development, contract management tools and systems as well as emerging technology tools
- fulfill a variety of support functions on field fire assignments such as Contract Specialist, Field Contract Manager, during escalated situations


How do I qualify?:


Mandatory:


  • You have the ability to travel to different work locations or remote fire sites during the fire season.

Technical knowledge and skills:


  • You have demonstrated work experience and knowledge of government and ministry policies, procedures, and directives in contract/service management, procurement, and tendering processes.
  • You have knowledge of long range planning processes and methodologies to lead in the development of operating guidelines and to set priorities for contracts and procurements.

Communication, interpersonal skills and consultative skills:

  • You have superior written communication skills to develop legal agreements, briefing notes, course content and training initiatives and to respond to various contract inquiries.
  • You have well developed interpersonal skills to consult and carry out contract negotiations effectively with internal and external clients.
  • You have proven ability to work harmoniously with clients with strong opinions, varying views and professionals with competing areas of interests.
  • You have well developed communication skills to present complex information in a clear and concise manner and to deliver effective training and presentations to staff.

Analytical and problem solving skills:


  • You have conflict resolution skills for facilitating solutions to issues arising between the ministry and vendors, suppliers and contractors.
  • You have demonstrated research and evaluation skills combined with excellent judgment to make sound recommendations and decisions.

Organizational skills:


  • You have superior organizational skills to multitask and set priorities under tight timelines.
  • You have strong project management experience and skills.
