JOB DESCRIPTION

Duties:


  • This is an additional Program Manager position within the Properties Building Projects Team.
The core accountability is to manage a program of multiple building development and building
improvement projects, which are primarily at Field Offices around the Province. The Program
Manager delivers projects via the properties model, which is via long-term Master Services
Agreements (MSAs) for project management, design, construction management, and related
services.
Responsibilities include but are not limited to the following:

  • Acts as a Program Manager for multiple building projects at Properties facilities around the
Province, while building and maintaining strong relationships with key internal stakeholders in
Operations through high levels of engagement

  • Leads and coaches project teams with various experience levels to successfully track and
deliver on assigned projects that draw on internal resources which include Operations, Properties,
Indigenous Relations, Technology, Safety, Environment, Finance, Regulatory, Legal and others

  • Acts as BC Hydro's Representative' on existing Master Services Agreements (MSAs) and other
short-term contracts, and retains and performance manages service providers that include: project
management, architecture, engineering design, construction management, and all related
activities

  • Manages the full life cycle of multiple projects within agreed upon scope, timeline, and budget,
and monitors project progress to ensure the work is carried out in the most cost-effective manner,
using considerable innovation in the planning, analysis and execution of tasks and judgment in the
assessment and resolution of unusual problems

  • Ensures that robust project plans are developed, and ensures that project cost and schedule
- forecasts and key project information is updated monthly for internal reporting out at project
- accountability meetings
  • Ensures that project teams follow and embed the necessary requirements into facility designs,
such as for the Building Code, fire protection, seismic resistance, energy efficiency, accessibility,
- inclusion & diversity, and cultural recognition
  • Ensures that project teams adhere to internal approvals and external permitting requirements for
First Nations' engagement, environmental review, archeological review, security review, safety
- review, as well as municipal development permits and building permits, and any other internal or
- provincial or federal permits
  • Ensures that business cases, summary presentations, statements of work, and services
contracts are prepared to a consistent and high standard for senior leadership review and
- approval, and ensure that subsequent financial commitments and approvals follow internal policies
  • Ensures that internal and external resources with appropriate skill sets are assigned to projects,
provides guidance, technical leadership and assesses work progress for accuracy, results and
- quality assurance
  • Investigates and analyses challenging problems, evaluates risks and applies innovative
solutions, and demonstrates independent judgment outside of identified guidelines for critical
- project problems
  • Travels to priority project sites throughout the project lifecycle to ensure that site users are
engaged, ensure that Prime Contractor duties for projects in construction phase are appropriately
- assigned, and to perform deficiency walkthroughs at project completion
Qualifications:
***- Bachelor's degree in relevant discipline such as Engineering, Business, or Environmental

Sciences or equivalent.- Project Management Certification is preferred.

  • 9 to 12 years related experience in related fields of expertise ideally within a utility or large
organization, with considerable project management knowledge, skills, and experience, as
- demonstrated by successful project management of projects up to and/or over $50M in value
  • Proven ability to engage multiple stakeholders for input on complex projects, with ability to
resolve competing interests- Demonstrated senior level experience in planning or project management in areas of budgeting,
