Reporting to the Director, Facilities Management Services, the Manager, Parks Planning and Development is responsible for ensuring that parks and open spaces within the City of Oshawa are properly planned and developed to meet the needs of the community while maximizing the use of space in an efficient and cost-effective manner.

Overseeing an asset portfolio of $140,000,000 and providing technical advice in preparation of the annual capital budget.

Responsibilities:


  • Providing technical input and advice in the planning, design, development, project management and construction of parks and open space projects
  • Providing technical input and advice in the management of parks and open space assets including parks condition audits, lifecycle asset management and capital forecasting
  • Overseeing the annual parks capital budget preparation and submission, and providing technical advice on major capital funding recommendations
  • Managing and providing strong leadership to establish relationships and consultation processes with staff, clients, partners, consultants, and stakeholders
  • Providing strategic advice, interpretation of regulations as well as input for the resolution of complex issues
  • Developing a collaborative and high performing team as well as effective relationships with colleagues and partners along with encouraging innovation and effectively guiding, implementing, assessing and sustaining change initiatives

Requirements:


  • Demonstrated knowledge and skill generally associated with the completion of university degree in Landscape Architecture and a minimum of eight (8) years in a municipal parks development environment. Experience in parks capital project management would be considered an asset
  • Full professional membership in the Ontario Association of Landscape Architects (OALA) with Association Seal as well as full professional membership in the Canadian Society of Landscape Architects (CSLA)
  • Demonstrated management and leadership skills with maturity, sound judgement, tact and discretion
  • Experience in preparation of financial and technical reports along with excellent organizational, research and analytical skills
  • Highly developed interpersonal skills with the ability to communicate effectively, both orally and in writing, with staff, elected officials, external agencies, and the general public
  • Possession and maintenance of a valid unrestricted Class 'G' Ontario Drivers Licence
