The Project Risk Specialist (PRS) provides major contributions in defining, implementing, and overseeing the risk management process across the VFPA infrastructure division's capital projects.

Working closely with the project controls team, project managers, and internal and external team members within a matrix organization, this position ensures that risks are identified, evaluated, and mitigation plans are developed, monitored, and reported for each project.

Additionally, the position supports risk and action owners in developing risk quantification and risk response plans.


This role will:

  • Under guidance of the manager, execute the VFPA Risk Management Framework across all infrastructure division's capital projects
  • Update and monitor the risk register for capital projects, ensuring the project risk profile is accurate and current
  • Collaborate with project controls leadership in developing, rolling, training, and communicating with project team members in implementing new processes or procedures, especially in the risk management area
  • Support the configuration of the risk management tool (risk registers)
  • Conduct risk identification process using brainstorming, interviews, document reviews and workshop techniques through the project life cycle on each phase to identify liabilities and risks in projects and contracts. Collate the information into the risk register and obtain signoff
  • Ensure risk descriptions and categorization are clearly defined to assist stakeholders in quantifying the risks and setting appropriate action plans
  • Lead risk assessment and risk workshops with multiple levels of the project teams
  • Conduct risk review process for the monitoring, controlling, reporting, trending, variance analysis, forecasting, and action tracking
  • Conduct review of risk response plan progress and timelines, engaging with action owners to review and update the action status and expected completion date
  • Production of program or project risk reports in accordance with the risk management plan and riskrelated communication
Project Management Professional (PMP) or Risk Management Professional (PMI-RMP) certification designation will be an asset.


This position is ideal for an individual able to collaborate with peers in other departments to collect information, support their needs for accurate data and analyses, and provide technical expertise on risk management.

Has the demonstrated ability to create, build, develop, and improve systems and processes to support risk management tasks of major projects.

Brings a constant process improvement mindset.


Excellent written and verbal communication skills, attention to detail, presentation skills, problem-solving, influencing skills, and analytical thinking (both qualitative and quantitative).


Must demonstrate knowledge in risk management processes, strong organizational and administrative skills, and work with limited direction and function as a team member.

The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as this position is required to access restricted areas/information as defined by the Marine Transportation Security Regulations.
