Reporting to the Director of Public Works Operations, the Manager, Flood Protection will be responsible for the safe day to day operations of the section.

The Flood Protection Utility provides flood protection services for Richmond, which includes a diking network to protect the City from flooding, and drainage infrastructure to convey and discharge rainwater out of the City.

This area supports infrastructure upgrades to protect the City against climate change induced sea level rise and atmospheric events.


This position is for a leader ensuring services meet all the needs of the community while focusing on process improvement with your team.


Key Accountabilities:


  • Fullservice strategic and tactical input and direction for all flood protection including:
  • Proactive planning of maintenance programming to maximize service life of infrastructure
  • Infrastructure assessments for longterm planning
  • Delivery of assigned capital construction projects
  • Development of the departmental work team to facilitate full partnership and accountability for high quality maintenance work and operational response plans, construction projects and receivables.
  • Developing, monitoring and initiating changes to current programs or new programs, safety programs, preparation of appropriate reports and coordinating implementation.
  • Responsible for the overall staff complement, hiring of staff and contractors, discipline, attendance management, succession planning, performance management and supervisor evaluations.
  • Communications planning and delivery of public education/outreach initiatives to enhance overall system performance
  • Modernization of systems and responsibility for existing systems
  • Preparation and monitoring of operating budgets, estimates, records and reports with special focus on:
  • Asset and cost tracking
  • Capital construction projects
  • Procurement and awarding contracts
  • Liaison with external agencies to ensure timely and quality service to user group
  • Direct staff to appropriate action on issues presented by internal and external clients.
  • Prepares and presents informative reports to City Council providing the information necessary for Council to make an informed decision.
  • Represents the City in various regional and operational committees, meetings and groups
  • Handles complex and contentious problems, makes decisions in chaotic conditions, makes informed technical decisions, makes sound and timely decisions under pressure and solves problems in an orderly and efficient manner.

EDUCATION AND EXPERIENCE:


The successful individual will hold an Engineering or Civil Engineering degree with significant experience in the Municipal Government operations, with a minimum of five years of experience in a leadership role overseeing drainage infrastructure, pump stations, dikes, and dike upgrades.


They will also bring applied experience in strategic planning, budgeting and risk management; financial management principles including controls, mitigating risk, contractual and legislative obligations.

Motivation, team building, and interpersonal skills will be partnered with the ability to respond to and manage the operation of emergency situations providing decisions and direction.

Eligibility for registration with the Applied Science Technologists of BC is an asset.

An equivalent combination of education and experience may be considered.
