Main Purpose and Function


The Planning Analyst is responsible for supporting the research, development, implementation and management of water conservations policies and programs, including the seasonal Drinking Water Conservation By-law restrictions & Enforcement Program.

This position identifies opportunities to reduce water usage, supports, develops and implements business processes, and identifies methods to support water conservation targets.

The position is also appointed as a Screening Officer II, responsible for reviewing disputed water tickets as part of the bylaw adjudication process.


The position reports to the Program Manager, Water Conservation & Efficiency, with direct supervision and work planning from the senior Policy Analyst.

This position will engage with numerous stakeholder groups across the organization, will participate in regional working groups, and will supervise seasonal staff within this role.


Specific Duties and Responsibilities

  • Manages all aspects of the seasonal Watering Restrictions & Enforcement Program, including the day to day operations, hiring and supervising of enforcement staff, providing program direction, engaging with other departments, coordinating communications, responding to public inquiries and regular metrics reporting.
  • Responsible for review of disputed water tickets and cancellation of tickets if there has been no violation of water usage, as part of the adjudication process.
  • Develops, implements and supports new water conservation programs and initiatives.
  • Supports Water Conservation Outreach Program staff and guides distribution of regulatory materials.
  • Identifies, collects and analyzes performance metrics for corporate, branch and program reporting.
  • Represents the City of Vancouver at a regional level through Metro Vancouver committees and working groups.
  • Works with Water Operations on escalating issues with unresolved private side property leaks.
  • Works closely with Corporate Communications on messaging, materials, and overall conservation strategies.
  • Supervises and provides direction to PAII, seasonalhires and Coop Students.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Bachelor's degree in Environmental Science or Sustainability and two years of related experience in policy development for a large complex organization in the public sector, or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Solid knowledge of research techniques, and analysis used in developing City policies and regulations.
  • Demonstrated knowledge of existing policies, principals and regulation governing departmental activities.
  • Excellent communication (oral, written and presentation) and interpersonal skills.
  • Good analytical, problem solving and critical thinking skills to understand, identify, track, and report program key performance indicators.
  • Excellent organization and records management skills.
  • Strong ability to research, develop and analyze policies and regulations to evaluate the social, environmental and financial implication of proposals and to identify problems and recommend solutions.
  • Ability to work independently, with little or no supervision, in a fast paced environment with multiple and competing deadlines.
  • Ability to handle a large volume of work with accuracy and efficiency in an environment of frequent interruptions.
  • Ability to work collaboratively in a team environment, provide team leadership, and adapt to changes in the workplace.
  • Ability to exercise tact, discretion, diplomacy and considerable independence of judgement and provide alternate solutions.
  • Ability to provide excellent customer service (often under escalated conditions) and create and maintain effective working relationships with stakeholders.
  • Ability to summarize data in an accurate written format and prepare a variety of project reports and correspondence.
