Position Overview:


As a member of the PPH Branch management team, the Director provides leadership and direction for the provincial strategies, policies, standards and program oversight for the Public Health Programs and Policy work unit.

Overseeing a wide range of public health programming with an emphasis on the programs delivered by the public health nursing and home visitor teams, the Director collaborates and has oversight of the work for many partners including each of the regional health authorities, across provincial government departments and relevant Shared Health Clinical programs, with federal organizations, and with external community partner agencies.

Responsibilities include both the program, policy, funding and oversight role of the department and also providing the clinical leadership for these services with support and input from the team.

The responsibilities also include setting provincial strategies and programming for public health including the development of policies, plans, budgets and accountability for unit results and outcomes.


MAIN FUNCTION:


The Public Health Programs and Policy unit is responsible for all public health programs encompassing public health services for families during the pre-natal, postpartum/newborn period and early childhood years.

The position is also responsible for other related non-communicable disease programs including but not limited to reproductive health/Teen Clinics, injury prevention, health equity, healthy public policy and population health community engagement.


Specific organizational unit accountabilities include:

  • Provides leadership in clinical planning, program development and budgeting, implementation, and evaluation in alignment with the Clinical and Preventive Services plan for Population and Public Health for all clinical areas within this portfolio.
  • Works collaboratively across regional health authorities, government, with community partners, federally and with intersectoral areas of care to advance public health programs related to education, clinical practice, program development and evaluation, and setting standards.
  • Oversees the development of new programs including budgets, evaluations, Treasury Board submissions, costbenefit analysis, and advice to the Assistant Deputy Minister.
  • Provides policy, standards, and oversight for the Families First and Towards Flourishing programs, which are offered in all regional health authorities.
  • Maintains a pulse of public health programs within the unit's scope and creates new programs to address emerging needs.
  • Monitors public health population outcomes within the scope of the unit at a provincial level and by each regional health authority to ensure programming addresses needs of the communities to improve health outcomes.

Experience:


  • Extensive understanding of public health science and policy, population health, determinants of health, health equity, epidemiology, theoretical and applied models of health promotion, prevention, health protection, and applicable legislation as typically acquired with a minimum of 5 years public health experience.
  • Must be a team leader experienced in building team engagement and capacity through establishing and maintaining strong lines of communication, trusting relationships, accountability, and employee development.
  • Experience in complex program delivery with extensive operational and human resource management experience.
  • Excellent political acumen skills with experience identifying potential operational impacts and influencing decisions. Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Experience translating strategic priorities into clear operational and business plans.
  • Experience managing within a unionized environment and working with collective agreements.
  • Experience with resultsbased management systems to inform operational excellence, including responsibility for reporting on performance indicators.
  • Experience leading process/quality continuous improvement and providing solutions to challenges.
