Manitoba Transportation and Infrastructure is a regionalized, large and complex department currently consisting of four divisions - Corporate Services, Capital Projects, Technical Services and Operations, and Emergency Management.

Emergency Expenditures are also part of the reporting structure for budgeting, controlling, forecasting and reporting. The departmental financial planning/processing culture reflects both centralized delegations and operations. Services are delivered directly through both contractual arrangements and departmental staff.

Qualifications:

Essential:


  • A professional accounting designation (CPA or an equivalent combination of education and experience)
  • Knowledge of government financial requirements and processes, including budgeting, financial forecasting, and financial reporting.
  • Extensive experience with business planning, budgeting and costbenefit analysis.
  • Extensive experience with interpreting and analysing government and departmental financial statements and complex financial information and making recommendations.
  • Experience as a team leader committed to managing and developing a team and leading organizational changes.
  • Strong Interpersonal skills with the ability to deal with wide range of internal and external stakeholders.
  • Excellent Written communication skills.
  • Excellent Verbal communication skills.
  • Experience and proficiency with Microsoft Office Suite (excel, word, powerpoint, outlook), and approval systems, sharepoint, collaborative work sites (Teams, Zoom, etc.)
  • Organizational and time management skills
  • Experience using an Enterprise Management System or a complex accounting system.

Desired:


  • Experience using SAP.

Duties:


  • Reporting to the Executive Director, Finance and Administration, the Manager, Financial Planning and Review is accountable for providing management direction, leadership and focus to the development of the departmental estimates, budgeting, financial accountability, and reporting process. This function also includes long range financial forecasting, planning and analysis of funding requirements and expenditures on a program basis; preparation of zero based budgeting models; including preparation of cashflows covering all departmental expense and coordinating the capital investment appropriations._
