Job Summary:

Support the development, implementation, and maintenance of the City of Mississauga's Emergency Management Program.

This includes the development, updating and execution of policies and procedures to deal with the prevention, mitigation, preparedness, response and recovery phases of all emergencies affecting, or having the potential to affect the City.


Duties and Responsibilities:


  • Develop and maintain emergency and business continuity plans and associated documentation to support the City's preparedness and response to emergency events
  • Collaborate with other departments, divisions and sections in the research, review and development of protocols and procedures
  • Evaluate levels of emergency preparedness, identify gaps and develop recommendations for improvement
  • Develop and deliver public information sessions on personal, family and business emergency preparedness
  • Develop, conduct, and participate in emergency exercises involving City employees as well as external partners
  • Review and maintain the Emergency Management Program legislative requirements under the Emergency Management and Civil Protection Act and O. Reg. 380/0
  • Develop and deliver emergency management training to City employees and external partners
  • Research national and international standards/best practices in Emergency Management
  • Develop and participate in community engagement initiatives supporting emergency preparedness and resilience
  • Provide professional, specialized skills including planning, project management, problem analysis and resolution
  • Facilitate timely identification, escalation, resolution and followup for all outstanding issues
  • Participate in project assignments

Skills and Qualifications:


  • Bachelor's degree, preferably in Disaster & Emergency Management, Education, Public Administration, Environmental Studies or a related discipline
  • Certified Emergency Manager (CEM) designation or equivalent preferred
  • Must possess a valid Ontario Driver's License
  • Master's Degree in Emergency Management/Disaster Management or equivalent, preferred
  • Working experience in Emergency Management is an asset
  • Instructor Level certification in the Incident Management System (IMS) preferred


  • Provincially IMS certified

  • IMS100, IMS200, IMS240, IMS300, EM200 and CEMC within 6 months of hire
  • Experience in developing and delivering training and exercises
  • Professional experience in adult education, training and facilitation
  • Very strong research, written, and communication skills
  • May require some Light Lifting of supplies/materials. Exposure to computer keyboards and screens.
  • Primarily office environment with travel throughout the City is required for training, site visits etc.
  • Must be available to participate in the oncall Office of Emergency Management Duty Officer standby rotation.
  • Must be available to support the response and recovery of emergency events as required.

Hourly Rate/Salary:
$ 85, $ 113,541.00
