Under the Direction of the Land Development Coordinator, the Landscape Inspection Technician is responsible on a city-wide basis to provide a complete sod and boulevard tree inspection service and computerized tracking accountability to the Public Works, Water & Waste and Planning, Property and Development Departments.

Also provides research and technical support service to these Departments.

This position focuses on policy implementation, continuous improvement concepts, management of tree and turf related planning, as well as departmental internal and external communications.


As the _Technician - Land Development_

you will:

  • Provide a complete city-wide inspection service for sod/tree/landscape development for Public Works street projects, sewer and water main renewals, and new boulevard works.
  • Monitor the installation of sod and maintenance procedures and recommend remedial work to contractors/consultants.
  • Reject or accept contactor sodding and/or tree planting projects on behalf of the City.
  • Communicate with contractors/consultants/developers with respect to completion requirements, maintenance needs and final acceptance.
  • Coordinate other department participation in all district sod inspections in new developments where there is a City maintenance component.
  • Maintain a record/data system for all landscaping projects and provide status and progress reports to various internal clients.
  • Following the construction season, provide yearend summary reports for all projects to the respective superintendents.
  • Provide yearround development agreement status reports to the Development Technician and calculates and recommend security reductions/releases.
  • Provide technical expertise on landscaping matters to the Department, other departments, consultants, contractors, developers, and members of the general public.
  • Review and perform followup on public complaints with respect to landscaping issues on development agreement projects.

Your education and qualifications include:


  • Grade 12 plus successful completion of a minimum of nine (9) community college courses, or equivalent program of study, directly related to the duties of the position. Desired courses include Turf Management and Urban Tree Pruner.
  • Minimum three (3) years' experience related to Landscape Development activities, such as sod and tree installations and/or inspections.
  • Manitoba Arborist License preferred.
  • Working knowledge of City of Winnipeg Standard Construction Specifications for sod, seed, soil and trees.
  • Strong verbal communication skills.
  • Strong written communication skills.
  • Ability to establish and maintain effective working relationships with other civic employees, private sector suppliers and contractors.
  • Must be selfmotivated and well organized to ensure timely responses to inspections and to meet demanding deadlines.
