Job Summary:

As a Manager, Organizational Planning & Development, you will play a pivotal role within the Division in the design and implementation of organizational development and talent management strategies including: performance management, professional development, succession planning, management training and development, change management and the development of related policies and plans to support the employee experience.

As the Manager, Organizational Planning & Development, you will develop innovative ways to meet Toronto Employment & Social Service resource capacity requirements by developing and retaining the best professionals with the right skills, experience and competencies.

You will also manage, motivate and train divisional staff, ensuring effective teamwork, high standards of work quality and organizational performance while encouraging continuous leaning and innovation in others.

You will foster strong partnerships that support the advancement of the Divisions priorities, and help to meet the needs of our clients.

You will work collaboratively with a variety of stakeholders influencing outcomes while assuring the Division's vision, mission, values and goals are integrated into the Talent Management strategy and business plans.


Customer Focus and Continuous Improvement & Innovation
You are driven by customer service excellence. You will ensure high quality and timely service.

You will make recommendations to enhance divisional efficiency and quality of service by identifying client needs, emerging trends and opportunities.

Using creative, innovative approaches, to improve organizational performance through the development of talent management programs such as succession planning, performance management, organizational design and realignment and professional development incorporating best practices.


Planning, Coordinating & Organizing


You will direct the systematic and timely gathering, aggregation and analysis of labour market intelligence on diverse range of staffing requirements for current and further implications to service as a basis for resource strategy options and plans.

You will also participate in significant change management strategies and will be responsible for the design, implementation, monitoring and review of the associated change management processes within the Division.


Key Qualifications:


  • Experience leading talent management/organizational development strategies in two or more of the following areas: professional development, performance management, change management and/or organizational/employee wellness.
  • Experience managing projects in a complex, multistakeholder environment, using strong organizational, planning, data analysis and stakeholder engagement skills to meet project or program deliverables on time.
  • Experience, leading, motivating and developing a team of staff, with the ability to effectively motivate staff to ensure high standards of work quality and organizational performance while promoting an inclusive workplace culture.
  • Postsecondary education in a relevant discipline (Organizational Development; Human Resources; Change Management) or equivalent combination of education and experience.
