The
Manager, Infrastructure Projects - Compliance is responsible for ensuring compliance with all environmental regulatory requirements and conditions necessary for VFPA-led infrastructure projects.

This includes developing and implementing strategies to meet compliance with all environmental permits and regulatory requirements, briefing and advising senior management, and representing VFPA on compliance matters.

This role is also responsible for interfacing with the owners engineer and design build contractors to ensure environmental conditions are integrated in procurement documents and complied with during the construction and operation phases of infrastructure projects.

Additionally, the
Manager, Infrastructure Projects - Compliance is responsible for directing technical consulting teams and communication with environmental, local governments, community groups, Indigenous groups, and other stakeholders, as required.

This includes managing multi-million dollar consultant contracts on multi-billion capital infrastructure projects to budget and schedule.

The
Manager, Infrastructure Projects - Compliance will have the following accountabilities:
Compliance

  • Develop strategy for compliance, information management and reporting by requirements and audience (internal, regulators, Indigenous, public).
  • Implement, manage and oversee compliance for all environmental project approval and permit conditions and requirements.
  • Work closely with the projects procurement team to assign responsibilities and integration into key stages of the procurement process to ensure contractor obligations are understood and complied with.
  • Lead environmental and consultationrelated data room uploads and upkeep, assigning roles and responsibilities to contractors, input into RFQ, reviews.
  • Collaborate with the Assessment and Permitting teams on the conditions associated with key project approvals and permits.
  • Oversee and negotiate the resolution of issues arising from input from regulatory agencies and Indigenous groups, with appropriate topic leads, related to compliance.
  • Lead point of contact with the Project Controls on schedule, cost tracking, risk aspects related to compliance and environmental conditions.
  • Contribute to the development and coordination of environmental and other programs related to the implementation of conditions.
  • Oversee internal staff and consulting team and contribute to the monitoring for the compliance workplan. Monitor plan implementation and evaluate progress of specialist consultants, track budgets and results.
  • Develop and foster collaborative relationships with other RBT2 Program departments, implementing matrix organization best practices.
  • Contribute to the development and coordination of environmental and other programs related to the implementation of conditions.
  • Develop a resource and management plan for RBT2 construction and operations compliance monitoring and reporting
  • Develop and update of Compliance specific, project charter(s) and project management plan(s), in a manner consistent with corporate polices/directives and to support the achievement of RBT2 program objectives.
  • In collaboration with Project Controls, track and report on progress
