Reporting to the Director, Housekeeping Services, the Contract Manager is responsible for ensuring that contracted services meet PHSA specifications and standards.

The Contract Manager works closely with senior contractor representatives and key customers to ensure excellent customer service is being provided and to resolve issues and problems arising from business with the contractor.

Responsibilities include maintaining accountability and performance management processes for the contract, monitoring and reporting on contract deliverables, preparing the budget for the contracted services for approval by the Director, and supporting renegotiation or extension of existing contracts; and as required, assisting the tendering, transitioning and implementation of the new contracts.

The Contract Manager engages customer departments in developing and modifying of service level agreements. The Contract Manager also acts as Consultant and key contact for Housekeeping Services across BCCH, BCW and BCCA.


The Contract Manager implements and maintains contract management processes and strategies to be used for Housekeeping contracts and ensures the annual service agreement and priorities are in alignment with the PHSA requirements.

The Contract Manager is responsible for the day to day operation of a framework for data and financial reporting about service and operational performance of the contractor across all the three agencies.

The Contract Manager works as requested by the Director in the development, preparation and re-negotiation or tender of the contract.

The Contract Manager prepares the consolidated contract and performance management budget, and provides period reports to the Director.

The Contract Manager manages multiple projects and tasks simultaneously, and must constantly prioritize work.


What you'll do

  • Develops management capacity to undertake corrective behaviour/action when contractor performance deviates from expectations or where management decisions may cause contractor performance to deviate from expectations.
  • Establishes and facilitates Housekeeping service review committees comprised of PHSA representatives including preparation of agendas, minutes/actionable items, follow up reports, review of standards and specifications, and service level agreements.
  • Conducts regular follow up with operational and senior management staff at each agency and with senior contract representatives to ensure contracted Housekeeping service levels are achieved.
  • Initiates third party quality reviews as defined within the Housekeeping Service contract.
  • Develops service level agreements with customer departments ensuring required services are captured and modified as department requirements change.
  • Monitors expenditures and reports on variances for contracted services budgets.
  • Reviews and verifies contractor invoices.
  • Provides support in planning for and adjusting the contract to accommodate service additions and/or reductions due to changing standards, PHSA services and/or PHSA Agencies/facilities.
  • Contributes to the overall strategic plan for Housekeeping Services. Responsibilities include taking a lead role in the analysis of the current situation and the future requirements of the area and setting priorities for planning and implementing strategies.
  • Performs other related duties as assigned.

What you bring

Qualifications:


  • A level of education, training and experience equivalent to a Baccalaureate Degree in the area of Business Administration or other related discipline, and seven (5) years recent related experience in service management in health facilities including two (2) years recent experience in contract management. Prior management experience in both the public and private sectors is preferred.
  • Solid understanding of contract management practices and related legislation. Excellent communication skills including the ability to facilitate negotiate and persuade others. Excellent organizational skills including the ability to prioritize workload to meet deadlines. Demonstrated analytical, problemsolving and dispute resolution skills. Ability to dead effectively with staff at all levels. Ability to develop and maintain excellent working relationships with agency management, contractor representatives, and senior management. Demonstrated skill to work effectively with a high degree of independence. Ability to operate related equipment including various word processing software and spreadsheet programs. Physical ability to perform the duties of the job.
