JOB SUMMARY
The Zoning Plans Examiner is responsible for the delivery of a range of technical and approval services related to the enforcement of the _Building Code Act_ and all applicable laws, particularly zoning and related development by‐laws, the _Development Charges Act_ and related by-laws, such as the Business License By-Law.
The Zoning Technician provides responsive, comprehensive, expert, and professional advisory services within set timeframes to various stakeholders such as; applicants, the building industry, legal representatives and professional consultants, the public, Division management and staff for all businesses, buildings and construction projects regulated by the _Building Code Act_ and the Ontario Building Code, or Business License By‐Law.
KEY DUTIES
- Advise expertly on the interpretation and implications of the permitted uses and performance standards of the Zoning Bylaw, other landuse related By‐Law, and the Development Charges By‐Law.
- Prepare clear and concise reports; write detailed reports and present technical information in formats conducive to various audiences
- Review the performance standards set in the Zoning By-Law, including the calculations for the floor space index (FSI), provisions for nonconforming rights, permitted uses, parking requirements, restrictions for yards and building height and the related development approval processes.
- Knowledge of various land use (provincial and local) legislations (i.e. the _Planning Act_, the _Heritage Act_, the _Development Charges Act_, the Zoning By-Law, and the Development Charges By‐Law.
- Knowledge of various processes related to the land use, including processes related to the Committee of Adjustment and Ontario Land Tribunal (OLT).
- Knowledge of reading, interpreting and evaluating technical drawings, reports, and approval letters, including architectural drawings, and site plans, etc.
- Proficiency in utilizing computer software programs which meet the corporate standard; including municipal database and Geographic Information Systems mapping (GIS).
- Ability to make verbal presentations.
- Ability to research and review pertinent literature and Provincial Legislation, attend training workshops and seminars.
- Understanding of municipal government structure and sensitivity to the role of municipal government as a regulatory body
- On occasion and when required act as the Permit Technician and/or training technical staff.
- Perform other duties as assigned which are directly related to the major responsibilities of the job.
