DUTIES:


Reporting to Manager of Integrated Employment Services or designate, this position will be responsible for the efficient integration and administration of the Service System Manager model in the Windsor-Sarnia catchment area.

Oversees contracts with a group of service providers.


Duties include:
negotiations and recommendations of approval for annual business plans and budgets. Conducts operational reviews of assigned providers to ensure compliance with program guidelines, contracts and legislative requirements. Develop, implement and measure quality assurance protocols for program delivery. Reviews reports from service providers to ensure financial and program targets are being achieved. Provides advice, guidance and training to providers where necessary. Oversee client intakes and referrals, including liaising with community partners from across the catchment.

Addressing client, service provider or employer concerns and complaints when escalated; Engaging with local employers, community organizations, various levels of government and associations.

Ensures that service providers receive the necessary funding to deliver high-quality services to clients. Assists in the preparation of various calls for proposals, requests for quotations and reporting as required.

Will review, interpret, establish and document policies and procedures in compliance with applicable program guidelines and legislation across all levels of government.

Participate in emergency preparation and response as required. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.


QUALIFICATIONS:


  • Must have a Master's Degree in Business Administration or Social Sciences or Ontario Ministry of Education equivalency and a minimum of one (1) year of experience in the Employment or Social Services field, strategic, analytical and financial planning or related field with demonstrated leadership experience;

OR Must have a University Degree in Business Administration or Social Sciences or Ontario Ministry of Education equivalency and a minimum of two (2) years of experience in the Employment or Social Services field, strategic, analytical and financial planning or related field with demonstrated leadership experience;

OR Must have a Community College Diploma in Business Administration or Social Sciences or Ontario Ministry of Education equivalency and a minimum of four (4) years of experience in the Employment or Social Services field, strategic, analytical and financial planning or related field with demonstrated leadership experience;

OR Must have an Ontario Secondary School Graduation Diploma plus (1) one year of post-secondary school courses in Business Administration or Social Sciences or Ontario Ministry of Education equivalencies and a minimum of six (6) years of experience in the Employment or Social Services field, strategic, analytical and financial planning or related field with demonstrated leadership experience;

OR Must have an Ontario Secondary School Graduation Diploma or Ontario Ministry of Education equivalency and a minimum of ten (10) years of experience in the Employment or Social Services field, strategic, analytical and financial planning or related field with demonstrated leadership experience.

  • Must have experience and ability to manage multiple projects, competing priorities and maintain appropriate confidentiality levels;
  • Must have experience in managing relationships with corporate and community partners.
  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act;
  • Knowledge of both SAMS and CAMS provincial computer systems will be considered assets;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporations' Management Certificate Program;
  • Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.

NOTES:


  • This position will oversee Service Providers across the Windsor-Sarnia catchment area. Regular travel across the catchment should be expected.
