Within the Governance and Legislation Branch of the Strategic and Business Services Division, the Public Agency and System Governance (PASG) unit is responsible for providing comprehensive and strategic advice and services to the ministry of Advanced Education (AE) in the primary areas of:

  • Public agency governance (including 21 public post-secondary institution boards and 3 university senates, the Campus Alberta Quality Council, the Minister's Advisory Council on Higher Education and Skills (MACHES) and others)
  • Agency governance supports (e.g., accountability and compliance; board appointments; and leadership in the department on agency governance matters)
  • System governance (i.e., the structures, processes and relationships that support effective governance across the entirety of Alberta's skills and adult learning system).

Role:


The Governance Analyst is assigned multiple files with a focus on providing advice on agency governance, and promotion of governance best practices, trends, and compliance with APAGA.

The Analyst supports a public agency communities of practice, promoting best practices for public agencies and board management through development of relevant orientation products, drafting briefing materials and responding to Action Requests related to Advanced Education public agencies.

The Analyst provides a variety of advisory and governance services to the ministry and its public agencies in accordance with the _Alberta Public Agencies Governance Act (APAGA)_ as well as other applicable legislation and GOA policies.

Through research on leading governance practices and process improvements, the Analyst recommends enhancements to ministry and agency processes as well as to build capacity for governance.

The role and responsibilities include but are not limited to:


  • Project Management and Process Improvement: contribute to enhancement/improvement projects and process measures so that the ministry has consistent and robust processes in alignment with APAGA and ministry governance priorities; lead process enhancement projects and assess need for additional research on governance best practices.

Governance Supports and Capacity building: lead, plan, facilitate and deliver effective internal and external engagement, network, or information sharing sessions and events with Advanced Education public agency contacts; collect and respond to feedback for continuous improvement and enhanced governance capacity.

Cross-ministry projects and branch support: coordinate and engage in cross-ministry initiatives, establish an evidence-based repository of best practices for governance, and develop briefing materials, presentations, correspondence, and Action Request (AR) responses to ensure the branch, division and department leadership have appropriate input for decision-making.


Qualifications:


A university degree in Public Administration, Political Science or related field is preferred, plus 2 years of progressive related experience.

Directly related experience or education is considered as an equivalency on a one-for-one basis.


Related experience must include:


  • Experience in public agency governance environment such as experience with the functions at public agencies and postsecondary institutions, including government decision making processes and governance policies
  • Some experience with policies, principles and best practices in agency governance, for public agencies and postsecondary institutions.

Other requirements include:


  • Demonstrated ability with written and verbal communication as the position will facilitate information sessions/training and provide the Minister, senior officials, ministry staff, and agencies with timely and comprehensive information on agency governance matters;
  • Critical thinking and creative problemsolving skills, including the ability to identify opportunities to improve processes and enhance outcomes; and
  • Ability to work
