Advanced Education works closely with post-secondary institutions, private post-secondary providers, and community learning providers to support adult learning, provide learning opportunities, and enhance the adult learning system.

It also supports the delivery of apprenticeship education that meets the needs of apprentices and industry, provides financial supports to help students supplement their investment in post-secondary education, and supports adult Albertans' access to foundational learning opportunities that will prepare them for further education, training, and employment.


Data Management and Governance (DMG) Unit

  • The Data Management and Governance (DMG) unit aims to improve the ministry's data maturity, as follows:
  • Develop, implement, and evolve and enterprise-wide data management and governance.
  • Develop, implement, and evolve stewardship of the Department's major administrative datasets.
  • Collect and provide oversight of key administrative data from the advanced learning system.

The Financial Data Analyst ensures post-secondary institutions provide good data and that Advanced Education generates value from that data.


Working with the Data Management and Governance team, you will ensure data integrity, improve data systems, and envision ways to add value to data-related functions including collection, validation, analysis, and reporting.

This work, in turn, helps build evidence to inform department decision-making and policy development.


Your strong communication and collaboration skills help you form solid relationships with colleagues across the Ministry and partners at post-secondary institutions across Alberta.

These relationships help you solve problems, develop buy-in, encourage compliance, and envision new and better ways to operate.

As
Financial Data Analyst, you will be responsible for the following activities in the unit:

1. Ensure operational financial data and tuition data are relevant, standardized, accessible, and usable

  • Understand the data needs indicated by the GoA's and Department's accountability and policy directions, by changes to relevant legislation, and by regular dialogue with postsecondary institution contacts.
  • Lead changes to these datasets to meet emerging needs, balancing new requirements with reporting continuity.
  • Establish, document, maintain, and enforce data definitions, standards, and business rules.
  • Create and manage metadata: define and manage business terminology, allowable values, and other critical metadata.

2. Provide expert advice.

  • Monitor trends and fluctuations in financial performance of postsecondary institutions and brief up as needed.
  • Provide researchers, institutions, other colleagues support to correctly interpret operational financial data.
  • Work with financial, research, and policy colleagues to develop relevant information products using operational financial data and tuition data.

3. Guide data system development, enhancement, and maintenance

  • Ensure data processes are appropriately automated to maximize efficiency and free staff effort for work requirement human judgment, interpretation, and creativity.
  • Build and maintain strong relationships with IT colleagues to ensure clear communication and effective collaboration.

4. Build strong stakeholder relationships

  • Support institution contacts to understand the reasons, methods, and timelines for data submissions.
  • Work with institutional contacts to understand their business needs, how to maximize the returnoninvestment for the data they provide, and how to improve data quality, processes, and sharing.
  • Represent stakeholder interests within the ministry and ministry interests to stakeholders.

5. Support the Department's data management and governance efforts

  • Help to socialize data management concepts with colleagues and stakeholders as appropriate.
  • Help data management colleagues understand operational financial data and tuition data elements for the purpose of data modeling, cataloguing, and warehousing.

Qualifications:


A university degree in a related field but not limited to Accounting, Data Science, and Library Science plus 4 years progressively responsible related experience; or equivalent as described below.


Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of ed
