EMO, the foremost Provincial government agency in emergency response, is seeking a versatile, agile, resourceful leader to fill the role of Manager of Disaster Assistance Operations.


In this key senior management role, you will lead the planning, direction, and execution of disaster assistance programs across Nova Scotia.

This role demands strategic acumen and operational expertise to ensure prompt and coordinated aid to individuals, small businesses, and government entities.

Your responsibilities will include overseeing the approval of all disaster assistance payments and strategically leveraging federal resources through the Disaster Financial Assistance Arrangement.

Primary Accountabilities:


Your leadership will be instrumental in upholding the highest standards of service delivery and maintaining the smooth operation of the Disaster Recovery Centre.


Responsibilities include but are not limited to:

  • Ensuring the Nova Scotia Disaster Financial Assistance Program addresses the needs of Nova Scotians impacted by disasters,
  • Overseeing the smooth daytoday operation of the Disaster Recovery Centre by providing supervision, direction, and support.
  • Leading your team of professional staff and ensuring preparedness to respond promptly to provincial disaster assistance programs and are equipped with necessary skills through training.
  • Leading the design, development and implementation of specific disaster assistance programs essential to EMO's emergency management responsibilities.
  • Providing expert advice and analysis to senior staff and line staff

Qualifications and Experience:


You have completed a degree Masters in Business Administration or Public Administration (MBA, MPA) or have a CPA designation, and have at least five years of progressively responsible project management experience.


It is essential that you have:

  • A proven track record of effectively leading teams and managing human and financial resources.
  • Strong understanding of government protocols, policies, operations, and procedures.
  • Excellent communication, negotiation, and strategic planning skills.
  • Experience in budget development, forecasting, financial analysis, and reporting.
  • Ability to thrive in a fastpaced environment and manage multiple priorities under tight deadlines.
  • Excellent interpersonal skills with the ability to collaborate effectively with internal and external stakeholders, including government officials, community leaders, and partner agencies.
  • Strong analytical and problemsolving skills, with the ability to make sound decisions under pressure and adapt to changing circumstances.
  • Have a commitment to diversity, equity, and inclusion, with the ability to promote a culture of respect, teamwork, and continuous improvement within the organization.
Though not required, it is considered an asset if you:

  • Have insurance industry experience or Chartered Insurance Professional (CIP) designation.
  • Are familiar with emergency management frameworks, incident command systems, and disaster response protocols.
  • Have certification in emergency management (e.g., Certified Emergency Manager)
  • Have experience working for government.
  • Are proficient in SAP.
