  • Reporting to the Chief Legal Officer and Corporate Secretary, the Export Controls Specialist is responsible for monitoring, maintaining and communicating policies and procedures that ensure compliance with all applicable trade controls. By providing sound advice, you will support various internal stakeholders on export control issues. You will work closely with crossfunctional teams, such as customs compliance, operations, and trade teams, to ensure export activities are conducted in compliance with applicable laws and regulations. Additionally, you will assist in obtaining and maintaining export licenses.
  • Responsibilities:
  • Stay informed of changes in export control laws, regulations and best practices, and provide advice to the organization on potential impacts and necessary adjustments.
  • Play a key role in general trade controls in Canada and the United States to ensure compliance with United States ITAR/EAR regulations, the Controlled Goods Program and Export Permits Act and import from Canada.
  • Liaise with various local and foreign government agencies for matters related to trade controls.
  • Help maintain effective relationships with relevant government agencies, professional organizations and other stakeholders to stay informed of changes in regulations and best practices.
  • Acts as responsible for the PKI at the corporate level. Act as Export Control Compliance Officer and identify/support Export Control Officer in required operations/distributions of EXFO sites.
  • Request reexport and retransfer authorizations for USorigin products from the US Departments of State or Commerce.
  • Periodically report risk to management highlighting potential issues and proposing risk mitigation strategies.
  • Devise creative ways to solve export problems as they arise, while keeping in mind the business reality of the work at hand.
  • Support daytoday activities as required, including jurisdiction and classification reviews and other exportrelated tasks.
  • Demonstrate an ability to balance the legal implications of current export legislation with the requirements to ensure that business continues lawfully at all times.

Requirements:


  • Bachelor's degree in a related field
  • Knowledge of export control laws, regulations and best practices
  • Experience of at least 5 years in export control or any other relevant experience
  • Recent experience in exporting to China an asset
  • Professional certifications (CCS title), an asset
  • Sanctions experience an asset
  • Excellent communication skills (English and French, advanced level) and interpersonal skills
  • Strong skills in solving complex problems and dealing with people at all levels of the organization
  • Attention to detail and ability to work independently
  • Ability to manage priorities and work under pressure
  • Be comfortable navigating ambiguity
