We require your policy experience and leadership skills to lead high priority policy and program initiatives within Ontario's health care system.


Consider this role in the Research, Analysis and Evaluation Branch where you will play a leadership role in developing and implementing policy frameworks and strategic action plans for the province.


About Us

Research Planning and Management Unit

The Research Planning and Management Unit supports both the Ministry of Health and the Ministry of Long-term Care to achieve the government's goal of evidence-based decision-making by (1) Investing in applied health research to continually improve the health system; (2) mobilizing health evidence to reach decision-makers and health system actors; and (3) planning for a strong health research ecosystem in Ontario alongside a variety of partners.


The work of the unit involves supporting operational requirements on an annual basis related to funding planning and delivering strategic projects to expand the capacity and impact of the sector.

What can I expect to do in this role?: In this role, you will:

  • Provide project leadership and management on key files
  • Lead policy/program analysis options, provide strategic advice, identify issues, trends and provide recommendations
  • Coach junior staff and project team members
  • Identify and develop working relationships with key partners and represent the ministry in consultations, negotiations, and working groups
  • Deliver briefings, presentations and lead communication strategies

How do I qualify?:


Specialized Knowledge and Skills:


  • You have experience in program and policy analysis and development theories, principles, and practices
  • You have knowledge of policy development/approval processes and procedures
  • You are familiar with the Ontario health research sector and its institutions

Strategic Leadership and Project Management Skills:

  • You have effective leadership skills to provide technical direction, leadership, and guidance to staff, and to lead working groups on a project basis
  • You have strong leadership skills to provide strategic health care system policy expertise and gain support for ministry policy and program initiatives
  • You have strategic planning skills to anticipate and absorb complex, largescale issues, and to recognize the interdependencies of policy implementation
  • You have project management skills and the ability to produce highquality results on time through teambased approaches
  • You are able to be selfdirected, make your own decisions, and to understand the impact of your actions on others

Communication and Interpersonal Skills:


  • You have excellent oral and written communication skills to provide strategic advisory services to executive management, prepare issue notes, position papers, reports, and draft legislation
  • You have effective advisory and consultation skills to lead work groups and discuss and resolve diverse and competing policy and program related issues
  • You have effective partnerships building and influencing skills to develop effective partnerships
  • You have excellent presentation skills to explain program policy positions and promote policy/strategic initiatives

Analytical and Issues Management Skills:


  • You have prioritization skills to identify and manage a number of concurrent issues
  • You have research skills to investigate and assess key issues to be addressed
  • You can evaluate direction, trends, and standards to identify and develop options and recommendations
  • You can identify emerging issues and their political implications to mitigate or resolve issues
