Major Responsibilities:

Provides analytical and financial support for budget development, expenditure monitoring and operational planning.

Serves as a key support and divisional contact in TESS's annual budget development and review process:


  • Assists in the preparation and submission of the operating and capital budgets, ensuring budget submissions are justified, verified for content and accuracy and consistent with Council direction, Divisional operational plans and Corporate guidelines/targets
  • Monitors purchasing and accounts payable matters, certifies availability of funds for purchase requests and intervenes to resolve outstanding issues
  • Provides advice to Divisional staff on purchasing and invoice payment matters, and intervenes to resolve issues as required
  • Administers the Divisional Request to Purchase Goods and Services systems to request purchase orders, RFQ/RFP divisional contracts
  • Responsible for Divisional contract management including monitoring expenditures, expiry dates, taking action to amend/renew contracts and reviewing and releasing Contract Release Orders
  • Administers Divisional Purchasing Card program, and serves as Division's contact with Corporate Purchasing Card Program Administration Unit
  • Performs analysis / reconciliation of financial transactions and prepares adjusting journal entries to ensure consistency with approved budgets.
  • Collects, interprets and consolidates data on caseloads, expenditures, staff and resources
  • Prepares and analyses comparative reports of actual expenditure variances for all divisional accounts to ensure expenditures are controlled and maintained within approved budget limitations. Provides recommendations for corrective action where necessary
  • Compiles and analyses budget submissions from operating units, recommends adjustments as appropriate and inputs submissions into the budget system
  • Prepares comparative statistical spreadsheets, graphs and presentations using various computer programs
  • Assists in the preparation of presentations, briefing notes and financial reports in response to requests from Members of Council, Provincial staff and senior management
  • Provides support, including training, to divisional staff on financial procedures and recommends improvements as required
  • Provides financial expertise on Divisional projects
  • Primary Divisional contact with Accounts Payable and Social Development, Finance & Administrations on purchasing matters
  • Represents Division at purchasing related meetings

Key Qualifications:


  • Postsecondary education in public administration, financial management or in a professional discipline pertinent to the job function (e.g. CA, CPA), plus considerable relevant experience or an equivalent combination of education and experience.
  • Experience in preparing comprehensive reports and analyzing large amount of data, interpreting and summarizing information for the purpose of supporting decision making regarding financial, budgetary, policy and/or services issues.
  • Familiarity with the City's purchasing, financial and administrative procedures and budget process. Knowledge of using CAPTOR and PBF systems and SAP in the areas of purchasing and reporting is an asset.
  • Knowledge of relevant government legislation and regulation in the area of governance, budgeting, financial reporting and service delivery. Municipal knowledge and experience is an asset.
  • Ability to work independently and as a team member, managing multiple tasks under pressure and producing results within tight time frames.
  • Welldeveloped interpersonal, negotiation, conflict resolution, problem solving skills with the ability to communicate effectively with all levels of the organization and foster effective internal and external relationships
  • Proficiency and experience in MS Office (i.e. Word, Excel, PowerPoint)
