Reporting to the Superintendent, Parks (West), the
Trails & Open Spaces Supervisor is responsible for the delivery of high quality and cost-effective professional parks maintenance.

Primary responsibility will be the supervision of in-house staff engaged in the delivery of all aspects of parks maintenance.

Through effective leadership and management skills, the supervisor ensures direct reporting staff and contractors work within a healthy and safe workplace and in an effective and efficient manner in accordance with industry standards and best practices.


DUTIES AND RESPONSIBILITIES

  • Responsible for the overall day to day Park operations including monitoring work activities and directing staff to ensure service standards are being met;
  • Responsible for recruiting, hiring, developing, training, coaching, performance management and disciplining assigned staff;
  • Ensures all services delivered are in compliance with Occupational Health and Safety, WHMIS and hazardous substance programs. Mitigate any associated risks;
  • Occasional participation in various Labour Relations initiatives and committees i.e., OH&S/Labour Management, etc.;
  • In consultation with the Superintendent, assist with the development, preparation and oversight of the operating and capital budgets, and staffing requirements;
  • Monitor and coordinate goods, materials and equipment usage;
  • Document, report and oversee record keeping and work schedules as required including the development and implementation of tenders;
  • May be required to work outside of normal hours and overtime as part of the HRM Winter Works Program;
  • Generate detailed records and reports as required, including cost estimates, work schedules, material usage, work units completed, etc.;
  • Supervise equipment usage in specific areas of responsibility, including contracted equipment;
  • Administer collective agreement, monitor and manage attendance and safety legislation compliance of subordinates as required;
  • Remain current in technology and regulations relative to this position;
  • Supervise other sections of Parks and Recreation as required, which may include acting for the Superintendent;
  • Participate in scheduled Parks Duty week rotation.

QUALIFICATIONS

Education & Experience

  • Minimum Grade 12 with postsecondary education or an equivalent formal training in a managerial or technical capacity;
  • Valid Nova Scotia Driver's Licence;
  • Two (2) year diploma in parks management, horticulture, landscape maintenance or related discipline (undergraduate degree considered an asset).;
  • Demonstrated experience in a supervisory or leadership role (Crew Chief, Team Tead or volunteer experience may be considered);
  • Training and experience in human resource management, budget management, and major project management considred an asset;
  • Aspiring Leaders Program or other equivalent leadership development training considered an asset.

Technical/Job Specific Knowledge and Abilities

  • Knowledge of HRM relevant software, i.e., Microsoft Office, Report Centre, City Works and SAP, etc.;
  • Knowledge and skills related to budget preparation and management;
  • Familiarity with fleet equipment management;
  • Comprehensive knowledge of occupational safety and environmental regulations and practices;
  • Knowledge of applicable collective agreements within HRM;
  • Demonstrated labour relation skills in managing a unionized workforce;
  • Strong working knowledge of N.S. Temporary Workplace Traffic Control manual and WHMIS required;

WORK STATUS:
Permanent, full time


HOURS OF WORK: 40 hours per week; Monday - Friday, 7 a.m. to 3 p.m.; flexibility required.


SALARY:
NU05 on the non-union salary scale; $60,800- $83,530. Salary to be commensurate with experience.
