About Us:

The Oil Sands Monitoring (OSM) Program provides comprehensive environmental monitoring data and information about Alberta's oil sands area.

The Program strives to improve understanding of the environmental impacts of development activities in the oil sands area of Alberta.


The OSM Program is jointly managed by the Government of Alberta and the Government of Canada in a multi-participant consensus-driven program structure.


Role:

Within the Resource Stewardship Division (RSD), there are four core results as follows:

Design:

the development and continuous improvement of geospatial research and monitoring programs that address major issues of concern to the Oil Sands Monitoring Program and the Government of Alberta.

The end result is a recognized geospatial science program that supports the government's business mandate.


Planning:

supports the completion of multi-year research and monitoring plans to assess the environmental impacts of oil sands development activities and ecological pressures such as climate change.

The end results are approved monitoring, evaluation and reporting plans for a geospatial science-based program with clear deliverables, timelines and budgets.


Delivery:
ensures long-term geospatial monitoring and related science programs are delivered in a safe, efficient and cost effective manner.


Evaluation and Reporting:
Completes scientifically credible environmental data evaluation and reporting that meet project plan commitments and legislated reporting requirements.

The end results are State of the Environment reports and peer-reviewed papers in international journals such as Remote Sensing of the Environment, Geophysical Research Letters, Remote Sensing, Ecological Indicators, Landscape Ecology, Sensors, as well as Applied Earth Observation and Geo-information.


Responsibilities for this role include:

  • Developing and implementing geospatial sciencebased tools to support, for example, state of the environment reporting as well as providing new datasets to inform other scientific disciples including Indigenous communities within the OSM Program
  • Providing targeted geospatial analyses of existing geospatial datasets including, but not limited to, satellite imagery and remotely sensed data to monitor and assess the environmental impact of oil sands operations
  • Conducting geospatial analysis and modeling to support decisionmaking processes
  • Developing accurate and visually appealing maps, spatial databases and data visualizations
  • Contributing to the integration between Geospatial Science programs and other environmental monitoring and research programs in EPA (e.g., air quality, water quality and quantity, wildlife, fisheries, watersheds and ecosystem health)
  • Keeping up to date with emerging technologies and industry trends related to geospatial science


To be successful in this position the incumbent will require knowledge of science, technology and best practices related to Geographical Information Systems, Earth Observation and Remote Sensing to ensure that the Government of Alberta receives scientifically credible and relevant information needed to responsibly manage Alberta's aquatic, wetland and terrestrial environments in the face of increasing pressure from industrial development, a growing population, climate change and other pressures.


Qualifications:


Requirements:


  • PhD in a relevant scientific discipline related to geospatial science in more than one of the following areas: applied remote sensing, geospatial modeling, physical geography, earth sciences, landscape ecology, environmental science, geographic information systems, computer sciences and geospatial data science
  • 2 years post doctoral or equivalent work experience in the design and implementation of geospatial science programs
  • Demonstrated experience in geospatial analysis including proficiency with GIS software (e.g., ArcGIS, QGIS) and other remote sensing tools
  • Familiarity with environmental monitoring and assessment methodologies
  • Proficiency in programming languages such as Python, R or MATLAB
  • Demonstrated record of publication in peerreviewed scientific journals

Equivalency:


  • Masters degree plus 4 years related experience; or
  • University graduation in a related field
    plus 6 years related experience

The position requires knowledge in the following areas:

  • Advanced numerical analyses of large environmental data sets and/or satellite imagery including data from oil sands monitoring and/or research programs and other relevant programs or studies performed by others in Alberta and elsewhere
