OACAS


For over 100 years, the Ontario Association of Children's Aid Societies (
OACAS) has been enhancing and promoting the welfare and well-being of children, youth and families in Ontario.


OACAS is an association representing 49 member children's aid societies.

Of these, 47 are mandated Children's Aid Societies and Indigenous Child and Family Well-Being Agencies and two are pre-mandated Indigenous agencies.

On behalf of our membership,
OACAS provides advocacy and government relations, public education, training, information and knowledge management, and event planning.


OACAS is governed by a voluntary board of directors which works with the member agencies, communities and government to bring positive change to child welfare services.


As a designated Sponsor Organization of the Ontario Municipal Employees Retirement System (OMERS), the
OACAS has the responsibility to appoint a member to join the OMERS Sponsors Corporation (OSC) Board to represent our child welfare sector.

As such,

OACAS is currently recruiting for one (1) position on the Board of the OMERS Sponsors Corporation (SC) to begin January 1, 2025.



OMERS & OSC Board Mandate


As one of Canada's largest defined benefit pension plans, OMERS is a complex organization with a substantial mandate to manage more than $120 billion (net assets) on behalf of over half a million active and retired members.

The ability to deliver on this essential obligation depends largely on the quality of the OMERS governance structure, the effectiveness of the individual members of the SC Board and how well they function as a team.

The SC's responsibilities are key to ensuring the health and long-term viability of the OMERS pension plans.

The SC is accountable for the "ABCs" of OMERS:


  • Appointment protocols for both OMERS Boards;
  • Benefit levels of the OMERS Pension Plans; and
  • Contribution rates and reserves of the OMERS Pension Plans.


Membership on the SC Board is an essential role that provides strategic oversight and decision-making regarding the sustainability of the OMERS pension plans and involves a significant commitment for the appointed Board Member.

Equally important is the value of diversity on the SC Board.


OACAS is looking for a member who can provide a diverse perspective on the Board to help inform the committee on decisions and outcome that will benefit the diverse population of our membership.


Role Requirements



OACAS is seeking an established leader who has demonstrated their ability to foster collaborative partnership with various stakeholders including the
OACAS Board of Directors and its staff, to have the confidence and trust to mobilize transparent and respectful working relationships.

This individual will possess a strong understanding of the child welfare system and its surrounding pressures to help drive system change that benefits the welfare of our workers across the province.

We are looking for a courageous leader who is committed to equity practice, including Truth and Reconciliation and is not afraid to challenge the status quo.

Preference will be given to nominees who have lived or professional experience within the child welfare system.

The successful nominee will also demonstrate the following competencies and commitment as set out by OMERS:

  • Curiosity and courage to ask questions and make difficult decisions in a timely manner
  • Longterm, strategic outlook
  • Commitment to the defined benefit (DB) Model and Jointly Sponsored Pension Plans ("JSPPs")
  • Demonstrated ability to operate effectively as part of a diverse team
  • Respect for a confidential work environment that supports open dialogue to facilitate decisionmaking

Commitment_**- Understand and exercise one's fiduciary responsibilities to the SC

  • Devote the time and effort necessary to be an effective Board Member
  • Understand and comply with the SC's Code of Conduct, Confidentiality Policy and all other SC policies and guidelines
  • Consistently attend and actively contribute to SC Board and Committee meetings, and AC/SC joint sessions.
  • Act in a manner that sustains and improves trust in OMERS
  • Commit to long term strategic planning focused on risk and sustainability
  • Participate in director and other development and/or education programs to meet no less than four specific competencies by the end of one's third year on the Board

Additional Skills/ Assets

Pension Funding:

Knowledge of Defined Benefits (DB) pension plan funding.

  • Knowledge relating to overseeing an effective and sustainable retirement income or social security system
  • Knowledge of the key funding principles for Jointly Sponsore
