The Water Quality Management Section leads provincial efforts to manage, protect, and rehabilitate surface water quality across Manitoba.

The Manager, Water Quality Management Section is a technical expert, leader and manager responsible for approval and delivery of water quality management programs and legislation.


Conditions of Employment:

  • Must be willing and able to work overtime when required
  • Must be willing and able to travel throughout the province and occasionally outside of Manitoba (within Canada and the United States)
  • Must be willing and able to undertake field work under sometimes harsh weather conditions

Qualifications:

Essential:


  • A Bachelor of Science in an aquaticrelated discipline, or an equivalent combination of related education, training and experience.
  • Specialized experience in aquatic biology, chemistry and abiotic/biotic environmental interrelationships.
  • Experience supervising staff including planning, organizing, and directing staff, and providing guidance and performance management.
  • Experience in program management and planning, including designing, developing, implementing, and evaluating complex water quality related programs.
  • Experience in identifying impacts to water quality and developing mitigation strategies.
  • Experience working with statistical information and developing methods for designing studies, assessing data and reporting results.
  • Effective interpersonal skills with experience working with agencies, other nongovernmental organizations and a variety of stakeholders with competing demands and expectations.
  • Strong organizational and time management skills to meet changing deadlines and competing demands.
  • Strong leadership skills.
  • Effective verbal communication skills including the ability to prepare and deliver presentations.
  • Strong written communication skills with experience preparing, reviewing and writing complex reports and documents to support decision making.
  • Strong political acumen with the ability to manage and provide recommendations for sensitive issues involving various stakeholders.

Desired:


  • Knowledge and/or experience in developing regulations, policies and procedures.

Duties:


The Manager, Water Quality Management Section is responsible for providing sound leadership, planning, coordination, and fiscal accountability for a Section comprised of eight professional and technical support personnel who are responsible for protecting, managing and where necessary, improving the quality of water in Manitoba including monitoring, managing and coordinating input into the management transboundary water quality issues.

Duties include managing professional and technical support staff, strategically planning and leading the development of provincial programs, standards, objectives, guidelines, legislation, regulations, policy, and procedures related to water quality, technical work including report writing and data analyses, financial and administrative responsibilities, and representing the department on intergovernmental boards and committees related to water quality.
