Position Summary:


Reporting to a Division Manager, the Project Manager Facility Infrastructure will provide strong leadership and expert guidance to staff by following the City's core values of Care, Collaboration, Courage, and Service.

You will be responsible for administering the delivery of capital infrastructure projects throughout all phases including initiation, detailed design, construction/contract administration and project close-out by leading a project team comprised of internal staff, retained consultants and contractors.

These projects are to be executed in accordance with the Department's PMO processes, procedures and methodologies.


Key Duties and Responsibilities:


  • Project initiation including engaging with stakeholders to establish project scope and requirements to ensure the project is aligned and does not conflict with any relevant City programs, policies, bylaws and Master Plans.
  • Thoroughly review available project background information and historic data to properly scope out project requirements and prepare a detailed Terms of Reference, establish Capital budgets, scheduling and project prioritization
  • Lead schematic design phase by, managing and directing a multidisciplinary project team comprised of internal and external engineering/architectural professionals throughout the preliminary and detailed design stage of each capital project to ensure design is completed and delivered ontime, within scope and budget
  • Prepare and review all required engineering calculations, design sheets and reports to ensure they are correct and meet prescribed design criteria
  • For designs completed internally by inhouse staff, the PM is required to ensure compliance with all applicable codes, standards, regulations, bylaws and where necessary review with authorities having jurisdiction.
  • Ensure all required permits and regulatory approvals are obtained from external regional, provincial and federal government agencies and ensure all comments are adequately addressed and all required permits and approvals are in place to meet prescribed project requirements
  • Lead detailed design phase including preparation and review of all construction documents including schedules, drawings, detailed specifications, bidding information and bid forms to ensure a concisely written contract document that is clear and concise and with no errors or omissions to reduce the risk to the organization with respect to claims during construction and financial impacts to the City
  • Required proficiency in and abiding by the City's Purchasing and Financial Control Bylaws, including familiarity with various contract types.
  • Provide technical support to City Financial Services and Procurement Division and respond to all procurement questions and request for clarifications during the tendering period and prepare any associated addendums that need to be issued during the tendering period
  • Responsible for contract negotiations, Procurement meetings, and award documentation including staff reports, background reports, and obtain all necessary approvals as per the City's Bylaws
  • Responsible for responding to all Councillor, internal staff and resident inquiries and resolution of all complaints that are escalated during any project phase
  • Act as the contract administrator on behalf of the City during construction until the completion of the project
  • Responsible for monitoring and managing project scope, schedule, budget, and quality assurance activities
  • Manage all project closeout activities including commissioning of complete work, training for maintenance staff and other applicable stakeholders, and finalization/collection of all closeout documentation
  • Responsible for ensuring all work is completed, that all PMO processes have been executed and that the project completion is recognized by all stakeholders.

Education and Experience:


  • Degree in Engineering or Architecture
  • P.Eng. or Licensed Architect (OAA) required
  • Project Management Professional (PMP) is an asset
  • 7 years progressive experience

Required Skills/Knowledge:


  • Knowledge of detailed design, constructability and construction field experience
  • Experience with SAP Enterprise Resource Planning software, IBM Maxino, AutoCAD, Life Cycle Planning software (VFA Facility Capital Planning) is an asset
  • Must have excellent conceptual, interpersonal, presentation, time management, facilitation, communication, and negotiation skills
  • Well organized, independent and highlymotivated, with the ability to handle multiple job responsibilities, set priorities, problem solve and work with all levels of staff while appreciating the respons
