Pharmaceutical and Supplementary Division engages in policy development to support the governance, oversight and administration of the Alberta Health Care Insurance Plan (AHCIP), remuneration systems and claims processing for physicians and allied health professionals, and interprovincial reciprocal financial arrangements.


The Division designs and delivers community-based supplementary health benefit programs on behalf of Albertans requiring pharmaceutical, chiropractic, optical, dental and other medical supports (e.g., wheelchairs, prosthetics, oxygen, medical/surgical supplies, etc.).

These programs include prescription drug coverage primarily for seniors and low-income Albertans, as well as clinical pharmacy services such as pharmacist-administered vaccinations.

We also provide leadership to national and provincial organizations to ensure accountable and appropriate delivery of blood, organ and tissue donation.


Divisional Services Branch (DSB)

Divisional Services Branch (DSB) is one of the branches of Pharmaceutical and Supplementary (PSB) Division and leads the coordination and development of cabinet packages and decision documents for policy proposals and legislative or regulatory amendments for PSB division.

DSB also oversees the preparation of divisional operational planning, corporate planning and reporting, and supports clear, concise and high quality correspondence and communication material.

DSB also provides provincial oversight for a broad range of complex programs and leads the delivery of community-based programs:

  • The Alberta Aids to Daily Living (AADL) program funds basic medical equipment and supplies for Albertans with long-term disabilities, chronic and terminal illnesses.
  • The Blood, Organ and Tissue program provides oversight for the safe and secure provision of blood and blood products and provides policy oversight to the provincial organ/tissue donation program and manages the donation registry, the Alberta Organ and Tissue Donation Registry.

Reporting to the Senior Director, Divisional Service Branch (DSB), within the Pharmaceutical and Supplementary Benefits (PSB) Division, your role as the Manager, Policy and Projects is to provide leadership, direction, and expertise for the team that consists of Policy, Technical Writers on Health Insurance and Benefits and Divisional Coordination.

You will also be responsible for the Divisional coordination activities, project oversight, communications, and document design service for the PSB.

You will lead the development and/or support of program policy in partnership with the Branches within the within PSB division.


Some of your key responsibilities include:

  • Policy and Legislative framing, research and analysis review and policy development
  • Lead divisionwide policy coordination
  • Establishing, monitoring, and maintaining overall change management strategies, and progress to support the DSB and divisional transformation efforts
  • Enhancing the research evidence and policy capacity of PSB division
  • Promoting divisional integration and coordination, continuous improvement and innovation
  • Contributing to department, division, and branch strategic plans to ensure achieving the longterm goals of the branch.
  • Direct policy development and policy coordination experience within Government of Alberta or similar jurisdictions
  • Strong project management, time management and planning and issues management skills
  • Strong political acumen and political awareness in dealing with complex policy and legislative issues
  • Strong communication, interpersonal skills and strong collaboration and negotiation skills

Qualifications:

  • University graduation in a related field (e.g. public policy, public administration public health, health profession, business, economics, sciences, social sciences), plus four (4) years progressively responsible related experience (e.g. government policy making process experience).
